SPIRIT OF THE MORNING PRESS The Union, commenting on the unity of the present Cabinet from the 4th of March, 1853, to the end of the term of President Pierce, shows that it disproves the stories of bicker- ings and jeslousies, &c , among its members, with which the New York Herald et al. have until very recently been in the habit of re- galing their readers seeking for wonders, rather than trath concerning public affairs. A Word to Congress.—The following com- munication, literally true in all its statements, deserves due consideration from Congress Mr. Editor: 1 trust you will allow me to say a word or two throegh yourcolamas t> the members of Congress, respecting the pay of Government clerks in this city. A bill is now upen the table of the House, roviding for en increase of their present pay. a0 not know exactly what are the features of that bill, nor am I particular about that i know, and every one knows, that there is @reat and urgent necessity ior increasing the y now received by the clerks; and I trust ongress will pass a bil! for that purpose, in some shape or other, before the close of the session =_ It is well known that the expenses of livirg in Washington have been gradually increas- ing for several years past, until they have gone up beyond those of New York, or any other city in the country. The members fund it necessary last year to double their own pay, although compelied to reside here Lut half their time; and they cannot but know, from their own experience, that gentlemen who reside here all the year round, and bave families to maintain, cannot live comfortably on $1,200 or $1.400. And Jet that cum is all that the majority of the clerks receive! There aie many among them with large fawilies--gentlemen of education, talent and refinement, qualified, some of them, to fill the highest posts ander Government— who have been in the public service for years, who are getting only $1400 per year! And their chance of promotion to a higher salary is extremely smali; fur, whatever may be their merits, vacancies above them seldum occur, and when they do occur, persons not previou:- ly holding such positions are frequeutly ap- Pointed to Gill thew. Congress has recently passed a bill inzreaa- ing the pay cf the Army. By its pro ons the mere lieutenant will receive $1,600 per anoum. I make no objection to giving them this extra per centage. All I ask is that it may be exjended to their fellow-laborera who equally deserve and need it With an overflowing Treasury the Govern- ment ekould pay generously and Liberally those who are engaged ia carryicg un its functions, that they may not only live in com- fort, but be able to lay up something for the day of aiversity. M. The Late David Huma —Thp homicide of this gentleman this morning, in this city, by the hands of D. C. Lee, will cause intense feeling throughout eastern Virginia, where he was well known and universally respected and beloved He was a gentleman of means, noted for his being governed by a scrupulous sense of propriety in all his conduct through life, for his active benevolence, and, indeed, for the possession of just such traits of char- acter as secure for one the confidence and re- Bard of his fellow-citizens. He came to Al- exandria to reside from Urange Court House, Virginia—was a widower with four children, two of them being grown up daughters who are now in this city at ihe residence of a rela- tive. His age was about forty-five yeare. He was a member of the extensive and so well known family of Hames, of Fauquier. D.C. Lee is also an aged man of family, and amember of the Board of Commoun Council of this city from the First Ward The remains of the late Mr Hume were still Jaying in the room where he was killed as the Star went to press, the Corozer’s Inquest being in progress. Shortly efter fring the fatal thot, Lee, ac- companied by two of his room-mates (clerks,) walked around to the office of Justice Samuei Drury, where he delivered himself up to that officer of the law. He was being held, prior to commitment by Justice Drury, to await the verdict of the Coroner’s Inquest, in progress 8 we go to press. The Levee at the Executive Mansion last night was attended by an immense crowd The scene was much like a first of January reception except that all the ladies present— Perbaps two thousand—were in full dress. Great was the crush, crush, and entangle- Ment, the confusion and the potheration gen- erally. Not long since we announced the enact- ment of the bill directing the construction of three wagon (military) roads from the North- ern, Middle and Southern portions on this aide, to the eastern settlements in that State. The resolutions of the Investigating Com- mittee in the case of the Hon. W.
