EVENING STAR, WASHINGTON ciTyY: 3TUESVAY February 17,1857. Se SPIRIT OF THE MORNING PRESS. The Intelligencer contains a letter from Commodore Thomas Ap Catesby Jones, U. 8. NN , addressed to Wm. Carey Jones, Esq., in which the writer says: « I rejoice to find that there is yet a’private eltisen left among us with sufficient moral courage to openly confront that morbid sensi- bility of the times, which, if not s: ily re- baked, will strip violated law of its terror, aud leave the murderer and the felon to stalk abroad in noondsy unwhipped of justice.”’ A-hem! The Union, in an elaborate article, explains, seriatim, the points in the correspondence be. tween the Secretary of War and Gen. Scott. —_—_—_—_R————————— WASHINGTON NEWS AND GOSSIP The Report.—t was said around the city last evening that the House Investigating Committee werecertainly to report tu-day, and that their report would embrace a resolution censuring sundry of their members. The im- Preseion gaye rise to no little excitement and universal conversation. Fow seemed to think that upon the testimony adduced—and the Wasbington world (outside) appears to know all the particulars of the testimony obtained by the committee—any euch resolution can pass the House. The fact thatthe accused were Bot permitted to confront their ucousers, and that the mass of the accusations aro supposed to consist of surmises and inferences rather than palpable facts, snd also the additional fact that no member is accused of ever asking or re- ceiving a dollar for his vote, accounts for tho indignation manifested by the persoual friends of the accused, w! o are evidently numerous ‘The trath is, to adopt such a resolution is to destroy those at whom it may be aimed, a: completely as though they bad been convicted of murder after open trial before a eourt of daw. It is therefore by no means wonderful that a large portion of the public ery aloud against the idea of immolating them on what they believe to be very questionable and ir. sufficient testimony taken, without according to the accused the right to confront their ac- cusors during the (to them) important portion of their trial. Travelirg Couth.—On the Great Southern Mail Rouie to and from this city, passengers have not failed to m: the connection since the dey aftera portion of the Long Bridge was destroyed by the ice freehet. Great credit is due to ihe indomitable Mr. liugh Lathem, the empresario of the Orange and Alexandria Railroad Company's line cf omnibuces, run ning between their depot in Alexandria and the Baltimore Road depot in this city, for the achievement of getting through every pazeen ger acd the baggage of all of them going either way, in time te make the connection. We have very recently traveled up and down the Orange Railroad. end fiad it in as good condition as can posvibiy be desired ; its trips are made to the minute cf the schedule, end it bas in no way suffered through the iate seagon of almust unprecedented trials oo rail- roads. itsaduirabie manegement in ai! ite departwents has made it « great fagorite with the traveling public; and (he fact that the trains over it were interrupted loss ‘han balf as long ag over al! other routes in ths same latitude, proves that ita affairs sre in all re- Spects skilfully conducted. fhe Crowd —The approaoh cf inaugura- tion day contiaves to pour in upon us, almost hourly, avalanches of strangers from North, South, East, and West. The leading hotels are all overfowing, while all the boarding houses of Washington beve already a good eupply of gueets, attracted by the wonderful things to be done and seou here on the 4th proximo—aud shortly thereafter. There are more stranger ladie-, cf fashionable exteriors in Washington at this time than we ever be fore saw here except (n an inauguration day. ‘Their presence gives a glow of animation, not only to the immediate surroundings of Con gress, the parlors of cur fashicnable hotels, the Swithsouian [vstitation, the Patent Uffice building, and other public edifices visited by nearly all bo come hither, hut to Pennsylvania avenue, which glitters with them when the sun ehines, until it perbape equaled Broadway itzelf, yesterday afternoon. Washingien city at cach a season is like an ompibus on arainyday. That is, it is impos sible ro to crowd it ag that it wi'l not hold a few more. Quite fity thousand etrangers can be made paseably comZortalle in Washington from now until after the inauguration day. The Virginia and Maryland Cla‘m —It iz, for justice's soke, sincerely to be hoped that the House will prowyptiy fellow the Senate's example in the matter of the bill to refund to the States of sinia and Maryland the m>ney advanced by those States to aid the General Government in the work of preparing Wash- ington city for the reception of the public ar ebives. When the seat of goveroment was removed to this point the national treasury Was too barren to bear the expense, and those Btates generously advanced to her the neces- sary means. Lhe General Government is now gorged to repletion with money for which it has no use, the great State problem of the day being bow to get rid cfit. That the claim to whieh we refer is just—that the General Gov_ ernment has long erjoyed the use of the ad. vances in question—is not denied, and we trust that ere the session ends the House will relieve the nation from the imputation of meanness in its dealings invuived ia Withholding this money from its rigbtiul owners. The Treaty. —{t was understood last even- ing that the Senate had, in the course of the day postponed the farther consideration of the Dalles Cisrexdon treaty until the th of March This action is doubtiess caused by the pressare of ordinary matters of legislation, of which @ very large otumLer of great pablis importence must be disposed of ere the 4th of March, or great embarrassment to the public interest will be the result The protracted discussions upon this treaty must therefore Becessarily be postponed. We are not emong those who believe the Dallaz-Clarendun treaty to be virtually defunct, sud as at present in- formed, snticipate its eventual passage with modifications, which will not defeat its final Boceptance by Great Britain The Hon. Howell Cobb.—ihis distinguished Bentleman left Washington & Jay or two since for Georgia. His departure was the signal for starting al! sorts of theories with reference to his absence at this particular political june. Sure; allcf which were based, ot course, on Cabine:-rumor ethics or togle We can solve Wee mystery correctly, if Bct te the taste of the wonder-mongers. He is counsel in a will case at home, of great importance, and was under a pledge to try it. He bas accordingly gone home to try the cause in question, and for no other purpose. The Wheat Crop.—We are satisfied that the wheat crop, for seventy miles around Washington at least, iy directions, has been much less injured by the late severe weather than was thought a week or soago. The en- tire disappearance of the snow has demon- strated this fact, to the great joy of the agri- cultural community. Throughout the entire Piedmont region of Virginia, particularly, the impression prevails that the winter has not damaged the crop anywhere, materially. Confirmed —We hear that the Senate have confirmed the recent nomination of Archibald Campbell, Esq., at present Chief Clerk of the War Department, to be the Commissioner on the part of this Gcvernment to survey the Northwestern Boundary between this country and Great Britain; and also that of Lt. John Q@ Parke, of U. 8 Topographical Engineers, to be the Astronomer to the came expedition. Appointed and Kemoved —Caivin Lester has been appointed, by the Secretary of the Treazury, to be inspector of steamboat hulls, at New London, Conn., vice William Miller removed; arid Chas M. Daboll to be inspec tor of steamboat boilers at the same port, vice Richmond Cranston removed. The 8ub-Maiice Telegraph B.il bas, to- day, an evident majority ia the Houge. It is now in the banda of the Ways ard Means Committee. Resigned —Capt. Abraham Bigelow, U.S Navy, now in command of the Brooklyn Navy Yard, has resigned. Lupreme Court.—Yeste:day—No 74. Josiah Walton, administrator of Priscilla Cotton, deceased, et al , plaintiffs in error, vs Allen Cotten etal The argument of this cause was commenced by Mr. Baxter for the plaintiffs in error, and continued by Mr. Lawrenee for the defendants in error Adjourned. Court of Claims.—Yesterday, Judge Sear- burgh delivered the opinion of the Coart in the cage of Johu M. Thorno; adverse to the claimant. In the case of David Myerle, Chief Justice Gilchrist delivered the cpinion of tbe Court, adverse, bat a fevorabie consideration recom- mended to Congress. MecAtter & Eastham. Jndge Scarburgh de- livered the opinion of the Court favorable to the claimanis. Mr. Averiil resumed the argument in the case of Francis Picard, and continued till the Court adjourned. The case is eertainiy singular as a subject for legislation, but not more remarkable than the force given to the proverbial phrase, “ the way of the transgressor is hard,’’ as exhibited in his pe- tition Graves says, under date of July last, | een his letter by the remark that be is ignorant even of the name of his excellency : “I have been near Sryfesel Aces an exile, living in this Siberia of America, exposed to this terrible climate, where the mercury often sinks to40 degreea below zero, ce te ee from all that is dear to me on earth. She nobly deserted hor parents, her home, her all, to follow her husband into exile—her punishment has been greater than mine, she ut least is innocent; but this has not prevented the climate from doing its worst upou her, and sheis gradually sinking into the grave All she asks is to be permitted to return to ler native State, (Mississippi,) te the sunny South, todie This she cannot do unlese her husband is free.’’ The Governor submits bis proposition to the Legislature, end seys that if it mee:s iho ap- probation of that body, he “ shall interposs no objecticn.”’ PERSOWAL eee» It eeems that Verdi, the eminent mu- fical composer, whi se opera: are now so popu- lar, is an Irishman named Green. +eeeTbe Hon. Mr. Gary, of Virginia, then took the stand, and made quite a lengthy ayeeen upon a!! sorts of subjects; after which they were addressed by Mr. C. Parker. The most disreputable exhibition we ever knew in our city occurred on Saturday night last, between the hours of nine and ten o’clook. A mob from fifty to one hundred in numbers congregated in the neighborhood of Mont- gomery and Dumbarton strects, and for nearly the space of an hour kept the neighborhood ia a state of alarm by their demoniac yells, oaths, blasphemies, and other mobbish demonstra- tions. Their vbject seemed to be to break up an Anti-Know Nothing ward meeting that was being held in the neighborhood. We have learned the names of gome of the parties, and but for wounding the feelings of roepectable connections we would let the public know them.
