Tho Senate bill to increase the salaries of the Judges of the Circuit and Criminal Courts of the District and of the Judge of the Orphan:’ Court riefly discussed by way of inquiries during the pendency of the previous question, end was finally laid on the tabie by u vote of «3 to82 A bill from the Senate supplement«ry to the act to organizs the titution for the imsane of the army ani navy and of the Di:- trict of Columbia was pasced ; also, a bill to incorporate the C Jumbia Institution for tha instruction of the deSf and dumb ani the blind. Som discussion tuok place on the Senate bill to incorporate the Metropolitan Mechanics’ Institate for the promotion of mzn- ufactares, commerce, and the mechanic arts, and the bill was finally committed to the Com- mittee of the Whule. The House then went into Committee of the Whole, (Mr Stepbens, of Ga..in the chair.) and proceeded with business relating to the District of Columbia. The first business wes & bill from the Senate for regulating the terms of the Circuit Court of the District of Colum- bia, which was reported upon favorably and subsequently passed. A bill to aid the con- struction of the Metropolitan railroad was passed over informally asa subject likely to give rise todebate. After the committee rose the House adjourned at 4 o’clock, pendiag the question on the passage of a bill to reimburse tne Corporation of Georgetown a sum of money advanced for the constructioa of the Little Falls bridge, upon which the committee had passed favorably. Destaretive Fine ix Avexanspria —A fire broke out yesterday morning in Alexan- dria destroying the block cf buildings at the corner of King aud Royal streets. The ag- regate destruction of property is set down ut hoo. The parties burot out were all in- sured. The tenements, four in number, be- longed, two of them to John Arnold, and two to Wm. E Atwell. Mr. Arnold occupied the lower story of ove of bis tenements as a hat store ; the otber he had rented to Lochheimer & Eichberg, dealers in ready-made clothing. Mr. H © Ciaughton, attorney at law, bad his office in the second stozy. Mr. Atwell con- ducted the business cf merchant tailor in one is tenements, acd rented the other to Mr Straus, who as before said, lived in the second story. while he kept « fancy dry goods ard millinery store below. It was here that tae fire originated. Toe inmates of the honse, residizg io the second story, were endeavoring to make their escape trough the window, their usual mode of exit being on fire. A female, in an agony of fright, sppeared with a child in ber arm;, which she was persuaded to drop, and it was safely caught by some persons below. She was soon after reecued, by means of a Jadder. Mr Straus also escaped through a window. It abrases the names of some hun- dreds of chief marshal’s aids, marshals and assistant marshals from the District of Colum- bia and all the States and Territories. Having no room for this long list at this time, we con- tent ourself with the publication of what ac. cording to the programme is to be done by the procession, which is as follows: The marshal-in-chief with aids, will be designated by yellow scarfs with white rosettes, and blue saddle cloth with gilt edging. The marshals and aids will be designated by blue scarfs with white rosettes, and white saddle cloths trimmed with blue. and they will carry a baton two feet long of blue color with gilt ends about two inches deep. The assistant marshals will wear pink scarfs with white rosettes, white saddle cloths trim- med with pink; they wili also carry white ba- = two feet long with pink ends two inches jeep The marshals, assistant marshals and aids will meet at the residence of the marshal-in- chief on New York avenue between Thirteenth and Fourteenth streets, precisely at 9 o'clock, on the morning of the 4th of March, fully equipped, where they will be duly numbered. and bave appropriate duties assigned to them by the proper officers. The various organized bodies of citizens, civil and military, from the District of Colua- bia and elsewhere, who intend to participate in the ceremonies of the inauguration, will, at their earliest convenience, report to me in what form and of what discription of force they will be composed, when they will arrive ; and at ¥ o'clock, on the morning of the 4th of March next, they will assemble on New York avenue, and form into line in double rank, the right, composed of the military, resting on Fifteenth street, where that street inter sects New York avenue. The order of forma- tion as herein stated will be strictly observed by the different bodies as they come upon the ground under directions which will be given by the proper officers. At IL o'clock a. m the procession will move from the parade ground, down the avenue, towards the Hotel of the President elect When that part of the procession into which the President and President elect will enter shall reach the Hotel the whole column will halt, under orders, face inwards and, on the approach of the President, will present arms. They will then receive the President and President elect, who will then be escorted, in a carriage, from the Hotel to the Capitol. Throughout the procession, banners, adorn ments and music will be introduced ; but no cffensive emblems or devices will be permitted t> disturb the national ceremony. When the head of the column shall have come abreast the entrance to the Capitol, (to be hereafter designated by the programme of the committee of arrangements of the Senate asthe point where the Senate shall receive the President.) the column, under orders, will halt; the military will open ranks, face in- wards and present arms, and the carriage containing the President and President elect will pass through to the place where the Sen- ate Committee will receive them After the President and President elect shall have reached the capitol, the varions orders of the proces‘ion will witness the inaugura- tion according to their pleasure ; taking care to respect the prosramme which it will be the province of the committee of arrangements of the Senate to form, and of which, as soon as formed, due notice will be given to the public. Wasaixetox, Feb 2, 1857 Ssoottxe, any Prosanne Munpen —The Alexandria Sentinel of yesterday afternoon says: We are deeply pained to have to rezord a case of probable homicide, which occurred this morning about 8 o clock, in Eldred’s res- taurant, under the Marshall House, corner of King and Pitt streets. James Welch was shot by John T Edd, the ball entering just above the left eye, inflicting a very severe wound Welch fell immediately, and was borne to his home at hie father’s, at the luwer end of R street, where Drs. Broun and Chai promptly rendered him modical g His situation early this morning was regarded ashopelers After firing the pistol, Edd re- treated from bar room to the billiard room, where he was arrested by Ufficer Chipley He was taken before Justices English and Sum- mers, who committed him to jail to await the resuli of Welch’s wound Without entering into the minute particulars of the limited testimony before the Justices, it appears that Welch was behaving rather boisterously in the restaurant, when Edd re- monstrated with him; that thereupon Weleh applied an insulting and opprobrious epitiet to Edd, which the latter warned him not to repeat; that Welch then said, « What I say fizet I say last;’’ whereupon Edd drew a pistol and fred The weapon used wasa five barrel revolver. Welch, we uuderstand, is a brother of the youth who was killed at the circus in this city aout three years ago Edd is a married man. He is the same person who, a few hours before shooting Welch, had caught the child thrown from the window of Straus’s burning dwelling What a wonderful compound tc man! . Fink; and J. L. Crown was also arrested for Tteceiving them, knowing them to be s‘olen. Tre avare of fire last evening, about 7 o'clock, was caused by the explosion of alamp at a store on Massachusetts avenue, in the Fourth Ward. But little damage was done. Thus the New all about town last night in the hands of the periodical dea! and newsboys, and yet up to 11 o'clock to-day have not come to hand by mail. Uncle Sam must wake up! A Raitroap Accingxt took place on Mon- day on the Orange and Astin railroad, near Madison station, by which an engine was precipitated down a bank ten feet high. The conductor, Mr. Crupper, and the engi- heer and firemen were somewhat injured though not seriously. A Prisoxer —Jno. W. Newport, who claims to be a lieutenant in the British navy, was arrested last night by the guards and ecnfined in the guard house, for drunkenness and pro- fanity. This morniug, his friends not being willing to foot the bill, he was committed to the workhouse for thirty days. Poutce Magistrate —Since the terms of Justices Morsell and Birch as sitting magis- trates at the central guard house have ended, dastice Paul Stevens, of the second district, has resumed his sittings at that station. The commission of Justice Stevens will also expire io a few weeks. Concent.—We learn that the ladies at Mrs. Spaulding s boarding house are to have acon- cert to-night, commencing at 8 o'clock, the proceeds of which will be banded over for distribution among the poor. We doubt not that it will succeed, to the gratifleation of all concerned. This morning he was turned over to his friends, who took him away. Montcomery Guarps Bait.—The annual ball of this fine corps took phace last night, at the Assembly Rooms, on Louisiana avenue The company was very large, and the enter- tainment was enjoyed until an early bour this morning.
