Crmmtsat Courr.—Before the Court ad- journed on the 15th instant, the following pa- per was presented to it by the Grand Jary Representation of the Grand Jury respecting the common Jail of Washington count: The Grand Jury for the county of Washing- ton, im the District of Columbia, having dis- cha: the duties assigned to them, and being about to close the business of the term, ily represent, that in conformity with geners! usage, and under a sense of duty, they paid a visit, on the Sth instant, to the county ail, where they were attended by the Deputy Marshal and one of the jail sot and shown all over the prison. The Grand Jury have pleasure in representing to the honor able Court that they found the rooms and cells clean and comfortable, the prisoners appa- rently healthy and duly supplied with whole- some food and warm clothing. No complaiats of any kind were made by the prisoners to the Grand Jury, who thence conclude that they are humanely treated and properly attended to by the warden and the jril guards. The Grand Jury, however, deem it their duty to express their conviction that the prison is in secure, incommodious, ill constructed and ill suited in many respects for the purposes of a county jail; and they unite with thoss who have preceded them on the (trand Inquests of this county, in condemning the prison as wn ft for use, hoping that the time is not distant when Congress, in its wisdom and liberality, will make the necessary appropriation for a new county jail, which will admit of a proper classification of prisoners, a complete separa- tion of the juvenile offender from the hardened and incorrigible convict, which classification, they regret to perceive, is altogether imprac- ticable in the present ill constructed edifice. In view of the increased and increasing number of juvenile offenders in this District, of which sad evidence has been presented to the Grand Jury during the present term, they cannot help expressing their earnest desire, that, either by Congress, the Corporation of Washington, or its citizens, a house of refuge or reform for juvenile offenders, may be speed- ily provided. There is no subject of more vital importance to the welfare and character of our city than that to which we now advert, and our sincere wish is that it may engage the public attention, so as to prevent, in the way suggested, the increase of juvenile crim- inals, and their almost inevitable destruction by imprisonment in the jail or penitentiary. By the merest chance in the world the attention of a compositor, (working by gos light) in the Intelligen- cor office, was attracted by the phenome- non of sa No. 10 brogan resting against the window-pave (second story) near bie care. To ascertain that a boy was attached to the brogan, to snake him through the window, to shake him and ‘set him up,’’ was bat the work of a moment. _ John is now in the next room, detailing bis experiences in the snow to an excited circle of press boys Singularly enough, he appears to bave suffered little from the cold; whether warmed by the beat of his breath or by a pep- pery copy of the New York Tribune among the exchanges, we cannot say.
