Bsq , copy of the By-Laws, Re- — noch, a ted Boptes tase, ‘ire ent, ado} mber 1, le This organization, made ap of members of the different fire companies of the city, have entered actively upon the task of making the fire department what it should be, and of put- ting it on such a footing that the respectable members shal! not be made responsible for the doings of a set of hangers-on, loafers, and minors. The code of rules and regulations for the vernment of fire companies just eaunciuted y the United tment strikes us as con- taining much wholesome matter. Those companies having bells attached to a houses are requested to place jer such regulations as will (as fer as possible) prevent being rung on false alarms of fire. - No company, unless prepared with its appa- ratus to use water of a pump, fire plug, or other water source, shall retain it ifdemand- ed by acompany thus prepared: Provided however, that no company thus fully prepared shall attempt the violent possession of such pump, fire plug. or othor water source. All companies are requested to avoid pass- ing with their apparatus on the pavement or footway unless impelled so to do by the condi- LOCAL tion of the streets. Bach company is required to be cautious in the admission of members, and prompt in the explusion of the disorderly. fo returning from fires, or alarms of fire, the companies are requested to move with or- der and moderation; and should they meet another company, each is requested to take the right of the street. It is recommended that every member of a fire company wear his equipments or badge at fires No company shall admit minors as mem- bers of their respective companies without the written consent of their parents, guardians or masters. ‘The use of intoxicating liquors among the fire companies comprising the departmont is required to be entirely discontinued. Any difference or misunderstanding arising between the companies shall be submitted to the standing committee of the department for settlement Article 12th asserts that how as a fireman a member may be, if he iz habitually turbulent and quarrelsome, it were better to dispense with his services a3 a fireman, than that his continuence should be the cause of constant broils and disturbances; and it is hereby recommended, that every such member be stricken from the roll of every company. Districts are assigned to each of the follow- ing companies, viz: Union, Franklin, North- ern Liberties, Perseverance, Columbia, aud Anacostia,—and on the occurrence and during the eontinuance of a fire, it is made the duty of that company in whose district the fire shall occur, to exhibit their Lintern on their spparatus,—and which shall be “onsidered the rallying point for the Standing Com- mittee The districts comprise the following sections of the city: For the Union, all that portion of the city lying in the first ward. Por the Franlin, the second ward, and that part of the seventh ward lying between tenth street west and tho Potomac river. For the Northern Libertios, the third and fourth wards north of the line of F street north. For the Perseverance, the third and fourth wards south of the line of F street north, aud that part of the seventh ward lying betweca tenth and 4} streets west. For the Columbia, the fifth ward, and that part of the seventh ward east of the line of 4+ street west. For the Anacostia, the sixth ward. No company shall permit its apparatus to be run within apy of the ctreetz, lanes or al- leys of the city, except when going to fire or on alarm of fire. The officers of the different fire companies ere earnestly requested to accompany their apparatus on all alarms of fires, and on their return to their engine houses; and to prompt- ly check tho first indications of a quarrel, In all cases when a riot or disturbance takes place, the company with whom it commences sball ta held responsible. They were sent (othe work- house for thirty days. +++ GEORGETOWN CURKESPONDENCE Groraetown, Oct. 31, 1856. We regret exceedingly to have to record the death, by typhoid fever, of another of our most respected and useful citizens, William McKenny Usborn, Esq. Mr Osborn was for many years one of our leading dry goods mai- chants, was eight or ten years a leading mem- ber in our City Councils, and in February, 1853, oame within three votes of being elected Mayor. He was universally respected for his many good qualities, and his death will cause ® vacuum in our community which will not be easily filled. He leaves behind him a widow, (daughter of our esteemed fellow ci:- izen, Samuel McKeuny, Esq ,) and a largs family of children, mostly small. At the request of a number of friends, Dr. Skinner gave an exhibition with his deaf and dumb pupils last night at the Georgetown school room.
