The amendment of the Aldermen to the j int resolution asking of Con; the power e stock to erect Centre Market building aken up; and it was disagreed to by the pwing vote : Yeas—Messrs. AtLee and Baldwin—2 Nays—Messrs Abert, Ball, Bayne, Fisher, Fuller, Jefferson, Lloyd, McKean, Peters, Pumphrey, Ruff, Towles, Turton, Venable, and the President—15. The bill from the Aldermen authorizing the Mayor to sign petitions for pavements whenever the Corporation may be interested as the owner of real estate, was passed. The bill from the same Board authorizing the eurbstones to be set and the footway to be paved on the west side of Twenty-second street weet, from F street to Pennsylvania avenue, was referred to the improvements committee. The bill from the same Board for taying flag footways across Thirteen-and-a-half street, in the Second Ward; was passed. . The bill from the same Board making an appropriation to pay for the removal of slops, offal, &c., was passed. Mr. Turton reported the biil from the Al- dermen authorizing the curbstones to be set and the footway payed on the west side of Twentieth street west, from I street north to the boundary of the city; passed Mr. Abert moved that permission be grant- ed to Mr. Fisher to have bis name recorded on the vote in relation to the Centre Market- house ; which was greed to, and Mr. F. voted in the negative {The Board then took arecess for the pur- pose of geing into Joint meeting for the election of commissioners of election, and also for the election of a police magistrate for the fifth dis- trict, the result of which we published yes- terday | Mr Turton reported the bill authorizing the eurbstones to be set and the footway paved on the weet side of Twenty-second street west, from F street to Pennsylvania averne ; passed. The Chair laid before the Board a commu- nication from the Mayor, transmitting a copy ef a letter addressed by him to the Hon. James Buchanan, tendering him the City Hall for the reception of his friends, in pursuance of a joint resolution of the Councils, and his reply therto ; which were ordered to bo printed with the preeeedings of the Board. A message was received from the Aldermen stating that that Board had completed all the business necessary under the act of Congress dividing the wards into election precincts, and t that body was now ready to adjourn. Anton Sackee, of Wiscon- sin, was arrested last night by some citizens and taken to the guard house for security. He is evidently insane, and at times danger- ous. Ho says he is a bishop, a magician, and a senator; and an insult offered to him, in either character is eufficient to induce him to retaliate immediately. He was neatly clad when taken to the guard house, where the officers had some difficulty in confining him. This morning he was sent to jail; and in brioging him from the cells at the station, it was discovered that he had torn up all his best clothing during the night. Highly Important from Havane. New York, May 22 —The steamship Quaker City arrived at midnight from Mobile via Ha- vana with dates from the latter port to the 12th instant. There were rumors at Havana that the Spanish government are to fit out fmmediately, at that port, an expedition to proceed toCosta Rica and o inst Walker in Nicara- gua; and that a distinguished Spanish officer has already been despatched to the scene of future action. There were also rumors that Vera Cruz isto be bleckaded and bombarded by Spanish for- ces, in order to enforce the payment of certain claims due from Mexico tothe Spanish gov- ernment. This movement, it is said, is to proceed immediately, and the unusual activity revailing among the Spanish men of war at Sarasa, in getting ready for sea, would seem to give some credence to the rumor.
