ING STAR. LOCAL INTELLIGENCE. Sprairvarisu cx WAsHINGTON.—Miss Emma Frances Jay, ‘ celebrated speaking and singing medium,” held forth “while in the entranced state.’ last night, at the Fifth street Congregational church. . Miss Jay was dressed in black, with a fron- tal opening disclosing a tidy chemizette ; and some wide linen cuffs were turned up at the wrist, where the sleeves were closely buttoned. She is of medium size, has a good forehead of th masculine type, wears her hair in cork- serew ringlets, and has a voice of sufficient volume to be heard ip distinctly in all arts ef the church. She is a good elocution- ist, and her gesticulation is copious, and con- sidering that she speaks with her eyes shut, for the most part, appropriate and in goo taste, though occasionally she paws the air in a way rather trying *o the nerves of the spec- ators. She spoke for nearly an hour very fluently, and te one listening rather to words than the meaning, this rhapsody of ile words well modu lated, seemed rather a beautiful thing The lecture, sermon, or whatever it might be, was of the semi-religious order, but of what particular stripe, it was hard to tell. She seemed to be of the Theodore Parker School in to the infallibility of portions of the Scriptures, and like Fanny Fern’s husband, she does'nt seem to believe ina devil. The Trinity with her is “God, Nature, and Man,” and Christ stands toward God in the relation <of the moon to the sun. | Miss Jay concluded her discourse with a prayer, and then making a few mesmeric ~asses, threw herself from the speaking to the fouGert state, and while ‘‘under the influ- ence, and th and nery out in her The audie and for a short We like her best .. “*" rather a sweet tratn. hard to say she is a hu Wbug, shall do nothing of the tt. but devoutly in the spirits, or ¢lse ine. ‘"¢ tably to the opinion that th’e fair lec. laboring under some unheal<by conditic. the brain. Wasuixeron Armory.—In the Senate, yes- terday, Mr. Brown, from the Committee on the District of Columbia, reported a joint resolution changing the location of the District armory from the Mall to Judiciary square. Mr. B. explained the object of the resolu- tion, and asked its immediate passage, detail- ing what bad been heretofore done in the premiies, and speaking of the manifest impro- priety of placing thisarmory onthe mall, and was understood to say that a building had been contracted for which would cost more than the appropriation originally made, and which was Tinited by this resolution to $30,000. Mr. Adams expressed the opinion that, whenever any officers of the Government made contracts for any work beyond the estimate, they should be made personally responsible for the overplus, and that persons so contract- ing should be forced to look to the agent of the Government in his individual capacity. Mr. Fratt thought it would be better to make the officer immediately responsible to his own Government for such derelictions, and not make victims of the persons contracting. That remedy would be a protective one. Every one who had looked at the Mall would see the impropriety of sucha selaction. That spot was intended to be reserved az a place of public resort in times tocome, when the popu- iation of the city would be greatly increased, to be planted with trees and ornamented a3 a favorable and beautiful retreat for the city, and certainly never contemplated by any one to become a place for the display of troops or depot for keeping arms The joint resolution was then read a third tim,’ 2nd passed. sn with another series of manipulations “ous starts and tremblings, she came uataral state and took a seat. ace gathered about the pulpit, ‘ith her eyes open.
