Whereas it is manifest, from the proceed- ings of the United States Congress, that cer- tain members of that body have been led into error in aseribing to the construction of the Potomac bridge on its present site the exis- tence of the “‘ flats’’ in the Potomac river, and the consequent interruption of navigation and roduction of disease ; and whereas certain interested parties have designedly led these gentlemen into the above error from selfish and sinister motives, there being abundance of evidence to prove that the ‘ flats’’ existed before the construction of the bridge. and that the present structure has not increased the evil: And, further, that Congress, by a series of legislation, commencing in 1808 and extend- ing upwards of forty-four years, evidenced clearly the design to make the present route of the bridge perpetual. it being the most convenient, direct mail route north and south: And, further, that the destruction of the bridge would be the most serious injury to the interest of cur community, to the exten- sive and increasing population of the adjoin- ing States, and to the public generally. There- fore, Be it resolved, §:., That the joint commit- tee appointed to represent the interests of the Corporation before Congress be instructed to lay before that body the facts in relation to the above, and at the same time appeal to the justice of Congress and the claims of the peo- ple of this metropolis to have the bridge re- tained and maintained on its present site. Assavct and Batrery.—Last night a young man went to the guard house, and complained that he bad been seriously beaten by one Pat rick Kelly. The complaint was a long one, and included the loss of a pocket book and twenty-seven dollars. Kelly came ina short time after, and voluntarily placing himself in the hands of the officers, had his case set for trial to-day. Coxrirugep.—The Senate have confirmed the following gentlemen who have been re- nominated to be justices of peace for the Dis trict of Columbia, viz: Hamilton Loughbo- rough, Geo. W. Riggs, jr, ZK. Offutt,C W. C. Dunnington, and §. H. Huntin ton, Esqs. Their new commissions bear date March 25th, Jurors is THE District or Conumaia.—In the House of Representatives, on Monday, Mr H. Marshall, of Ky., asked the consent of the House to more to take from the Speaker's table Senate bill amendatory of an act er- titled “‘An act to regulate the fees and costs to be allowed clerks, marshals, and attorneys in the circuit and district courts of the United States, and for other pu ” Heexplained that the jurors who serve in the several States receive a compensation of two dollars per day; and that when the act was passed in- creasing their pay by some reason or other the District of Columbia was not embraced. The only object of the bill was to give the jurors serving in the courts here the compen- eation allowed to the jurors of the Federal courts in the several States. As the term of the Circuit Court for this District commenced this morning the bill should he disposed of at once. Mr. Letcher, of Virginia. objected to ne motion of the gentleman from a ~ bill in regard to the fees and costs to be al- lowed marshals and clerks was passed by the House in 1853, which he at the time opposed, but which was ferced upon the House under operation of the previous question. The ef- feet of that bill had been to lead to such gross abuses in all the United States courts that the Comptroller of the Treasury and the Secre- tary of the Integior now suggested the neces- sity of a revision of its provisions, for the pur- pose of arresting the a squandering that was constantly going € was op- sed to the cansbbarntion of ‘the bill named y the gentleman because he desired thaf re- vision made; and the House would see the parecer of some revisory measure when he informed them that in twelve months time the expenses of the district courts of the United Eax.y last nizht the gas lights on the Av- enue, above the Prosident’s Mansion, expired almost instantly.
