A New Minister —We hear that the Sen- ate, yesterday, confirmed the nomination of ex-Governor Bigler, of California, to be United States Minister Resident at Stock holm. We do not know the fact of our own knowledge. Business at the General Land Office — Nine hundred and twenty-five letters were reoeived, registered, and distributed, at the WASHINGTON NEWS AND GOssIP. The Nicaragua Accessory Transit Com- pany and Walker.—It seems to us, from what we can learn, that the determination of the present managers of the Nicaragua Ac- cessory Transit Company to withdraw their steam ships from their late route for the time being, is well received by the Government at this point. It is beyond doubt that the fail- ure of the neutrality laws of the United States to enable the Government wholly to prevent the transmisssion of arms and recruits to Walker, as has been its evident intention, has caused much regret here, and the Transit Company appear to have been regarded as the stumbling-block. As, but for the trips of their ships, there would have been little or no difficulty in the way of protecting the na- tional honor as involved in abstaining from the invasion of the territory of our Central American neighbor. We find no publicist here of any nation, who conceives that Walker can possibly sus- tain himself without the regular trips of the Transit Company’s line, carrying him re- cruits, &c.; and without its passengers and other m to be taxed directly or indirectly to replete his treasury, which is almost entire- ly without any other resourve whatever. As matters now stand, we should not be surprised if it were very lgng ere the Government in- terferes in the affair of the Company with Walker; the outside impression being, that Walker, in what he has done, has acted as little more then the agent of parties bound up in the affairs of the Company: Mr. C. K. Gar- rison, the Company’s agent on the Pacific side, Capt. Scott, their agent in Nicaragua, and Mr. Chas. Morgan, their late agent in New York. The affair, take it altogether, is an exceedingly funny one. The Plan.—The letter of Abelarde Guthrie, published in the New York Tribune, urging that the Republican party of Congress shall aid the schemes of the Abolitionists in Kan- sas by backing the supplies of money, men, and arms from New England to enable them to set the authority of the United States at defiance. with a refusal to pass any appro- priation this year for the continuance of the General Land Office during the week endibg Saturday, the 16th inst. We seriously doubt whether there are a ba- ker’s dozen of the members who, however ar- dently a much larger number of them may be disposed to sustain abolitionism in Kansas, will consent to have their names recorded as aiders and abettors of this scheme of treason— this plot to abolish the army of the United States, that it may not stand ready to compel the submission of the Kansas Abolitionists to the authority of the United States, if their conduct makes it obligatory on the Executive to force them to obey the laws. Lakes Permanent and Not Permanent on the Fublic Lands—And Accretions —It has been decided by the General Land Office; that it the lake were a permanent body of water, (and wherever it has been meandered in surveying, that fact implied it was so con- sidered when the surveys were made,) the pur- chasers of public lands extending to it would hold as riparian proprietors whatever accre- tions might be formed to their several tracts by the recession of the water. But if it should be found that the lake is not a perma- nent body of water, but so shallow that it may disappear by the operation of natural causes—euch as evaporation—then the land thereby covered is the property of the United Statee, over which the lines of the public sar- veya should be extended, and in that case the land would be liable to sale as other public lands. Business in the stock market remained as at the date of our last report until near the close of last week, when a sudden impetus was given, and large sales of several leading stocks took place at advanced prices. At New York, on Saturday, a very large business was done in Virginia and Missouri 6’s, Erie and Illinois Central railroad bonds, and the shares of the Nicaragua Transit and other companies. The general prices obtained were the same as at the close of the preceding week, exhibiting a rise of about 1 per cent. on the lowest rates of the week. The rise in Illinois Central railroad bonds was 1} percent. The money market in New York continues to work easy at 6 to 7 per cent. on call. LAND WARRANTS, Land warrants continue in active demand, and have advanced, as anticipated in our last report, 3c. per acre The present high prices have induced persons who have been holding up during the winter so sell. Yesterday ani to-day large quantities were freely offered By the close of the week we think the supply will be in excess of the demand. It is ostimated that there are over eight millions of acres of warrants now outstand- ing, issued under the different acts of Con gress. If, therefore, there are only six mil- lions of acres subject to private entry in the Northwestern States, as estimated in our last report, it will be readily perceived that a de- cline must take place during the summer. In the Senato, yesterday, after we went to press, Mr. Houston concluded his speech against the action of the Executive upon the recommendation of the late Naval Reform Board. Mr. Butler replied with eloquence and much warmth to so much of the remarks of Mr. H, as reflected on Commodore Shubrick. Mr Bayard also replied to Mr. Houston, defending Capt. Dupont in the course of his remarks r. Mallory next addressed the Senate in defence of the action of the Board, ering various points made by Mr. Houston. Mr. Clayton having obtained the floor, the Senate adjourned at § p. m. In the House, the debate on the resolution to authorize the Elections Committee to send for persons and papers in the Kansas contested election case was continued by Messrs. Gran- er, Barbour, and Damrell for it, and Messrs. all of Iowa, Lake, and English against it. Mr. Bowie next obtaining the floor, they ad- journed, with the understanding that the ques- tion on it is to be taken at 1 p. m. to-day. The News from Nicaragua.—The letter from a Connecticut farmer in Nicaragua, pub- lished in the Tribune a few days since, and this morning transferred to the Intelligencer, descriptive of the real character of the coun- try, the system, plans, and condition of Wal- ker and his fillibustering band, &o, fully bears out what we have, from time to time, published on the same subjects. Almost alone of the press of the United States, the Wash ington Evening Star has been correct ab tnitvo in all the information and suggestions to the affairs of Nicaragua We call the at- tention of our fellow-citizens to the article (letter) in the Intelligencer as embracing proof that when we make any publications concerning public affairs, domestic or for” eign, we are much more sure to be correct in what we state than our cotemporaries, pub- lished any where.
