It is fortunate for the public interest, however, that the mem- bers have sufficient sense to comprehend that the Ordnance branch of the War Department are much better judges of the relative merits of weapons than themselves; and it is also fortunate that they are by no means inclined to buy new guns when those on hand can be made to answer quite as well for less than one-fourth the cost of new ones.
