The Plurality Rule Adopted.—The House this morning adopted the plurality rule, to take effect after the three succeeding uneuc- cessful votes, by ten majority. This action makes the election of a Speaker sure to-day. It will oceur after we go to press. We think we can count 109 votes for Mr. Aiken, if necessary to bis election, if jeal- ousy or something else does not defeat him. Mr. Banks cannot possibly concentrate as heavy a vote. The Senate was not in session to-day. In the House, after prayer by the Rev. Mr. Cummins— Mr. Talbott withdrew his resolution to elect Mr. Stephens, of Ga., Speaker.
