| j ? EVEN ING STAR. Goop Apvice.—In these days, when we have Arctic weather and Siberian walking, it may be well to borrow the advice of a northern contemporary: “‘ Keep the feet warmand the head cool’ ia one of the oldest and most valu- able of medical counsels. The heads of the ladies are likely to be cool enough, if we take the size of th»ir bonnets into considerations, but their feet cannot be kept either warm or dry with such apologies for shoes.or beots as they wear. Nor isit a sufficient answer to al- jude to India rubber over-shoes—for these, when loose, admit the water every time they cross a street; when tight, they confine the piration induced by walking, which, the ent they sit down in a parlor or a lecture room, congeals and makes the feet, and through that, the whole system, as uncomfort- able as though the India rubber were filled with snow water. And India rubbers wora upon a sleigh-ride are the coldest thing im- aginable. a7 were far better, were it not for the fashion, for ladies to go barefoot than to use such foot-gear as they now do. The moc- casing of our grandmothers were infinitely bet- ter for a sleigh-ride, and are far preferable for the street in cold weather to any of the more modern contrivences of the manufacturers of ladies’ shoes. But we shall uot attempt to war with fashion. We designed only to point out the reason of the alarming prevalence of cold, catarrh, and inflamitory diseases. Cuanrry Beeins at Howe '—We cheerfully give a place to the following call for a meet- img of the citizens of the Second Ward, to or- ganize a systematic plan of relieving the suf- formg, and of collecting donations. This is a severe season, and every one who has any nsions to charity, that brightest gem in Christian crown, should take an active in ameliorating the condition of their fortunate fellow-creatures. Wasntnerton, Jan. 24, 1856. Mr. Editor: In view of the unusual severity he weather, and consequent great suffering ongst the poor, it is respectfully suggested that a meeting of the citizens of the Second Ward be held on to-morrow (Friday) evening at 7 oetock, at Harmony Hall, on D street. between Iwelfth and Thirteenth streets, to take scme organized steps to afford relief to the suffering poor of the ward. it is hoped this call will meet with a hearty response from the benevolent citizens of the ward, az a vast amount of suffering may be relieved by united action. Very respectfully, Jxo, Parrrinong. Supreme Covrt.—Yesterday, Rob’t Lowry, of Indiana, and Jas A. Abbott, Esq, New Hampshire, were admitted attorneys and counsellors of this Court. No. 22 Jacob Kissell vs. the Board of the President and Directors of St. Louis Public Sehools. In error to the supreme court of the State of Missouri. P. Benjamin for the defendant in error No. 44. John B. Craighead et a/., appel- lants, vs. Joseph E. and Alexander Wilson. The argument of this cause was continued by the Hon. Miles Taylorfor the appellants. Ad- jgourned AstTroxomicaL.—We call the attention of the scientific te the following communication. Perbaps the missing lumigary is appropriated by some other observer, who ison the alert, and snatches it ‘‘ from its sphere :” Mr. Editor: A phenomenon occurs here in our West End every now and then, which I bave ventured at length to submit to your con- sideration. Perhaps youcan explain, or, may be, correct the derangement. Most phenomena seem with some to be a derangement of the usual order of taings, and so no doubt this is; but might it not be otherwise’ Wish it were. A certain little luminary culminates to our meridian, generally, three or four times a week—about seven in the evening, or con- siderably later—then it disappears for a fee or two, particularly in cloudy weather, whic accounts some for the omission; and then it rises to us again, about eight or nine o'clock in the morning Only think of it, a star so often visible in the morning after sunrise, with diminished lustre of course. Itisalways bright early in the evening, when it is said to appear more regularly a Jittle farther south ofas. Now, we, in our house, begin to think it a sort of comet, with or without an ap- pendage, for ought we know. And as there is great ranning to the street door to look out fir it every evening, and so often in vain, will you not, sir, who can best calculate its mo tion, be good enough to give us some inkling of the time it suould appear about the latitude the Friend's Meeting House. No appearance jiast night or this morning Srar Gaser. Tuesday, Jan. 22 [COMMUNICATED. fue Gas Cowpanxy.—We have refrained in many instances trom noticing the complaints made to us of the deficiencies of this company in their supply of gas to their patrons, but we are compelled at this time te notice the fact that many of our business men (and a number that Jepend upon their night business) have sustained large losses by the failure of their gas. * Why is it’’’ Certainly there has been an increase lately in the bills rendered for gas consumed, and at the same time the quality or brightness has scarcely been equal to our “common fats.’ Mary complain of water collecting in the pipes; others, again, say thatit iscaused by the condensation of ae in the pipes Weare rather digposed to lieve that the last supposition is right, and, ‘~feorrect, would ask if the consumer does not pay for the gas socondensed ’ We would sup- pose that if it is the intention of the company to do justice to those who pay their money for light, (gas.) that they would have the gas con- densed before distributing to the consumer We hope now that it is intended to procure the services of a practical engineer to superintend our city gas works, that no complaint as above will be made jioe ar Wittarps’.—A most delightful pir- Jor cop came off again last night at Willards’, and was attended by one of the most fash- jonabie companies that has assembled to- gether. These pleasant little affairs, origin- ally got up by the proprietors twice a week during the winter season for the guests of the house. have now become so popular that, m- stead of dancing in the ladies’ parlor as here- tefore, one of the apacious dining rooms had t sed ty xdate the guests and their he more friends enience is experienced by t guests who retire carly, for at twelve o clock precisely “ Yankee Doodle” is played, he house becames as quiet as if nothing had happened, and all hands arise in the morning 1 wiki bone the worse for their previous night's dissipation. Nattowar, Taeatre —The patrons of this establishment were agnin doomed to disap pointment im not seeing Mr Chanfrau last night His tather having died yesterda: morning, Mr. Chanfrau returned to New Yor! to pay the last sad tribute of respect due to a deceased parent The performance went off very well with Miss Albertine, and nothing was left undone that conld promote the kind- ness of an indulgent audience. We say noth- ing—but we were greatly mortified to see such an actor as Mr. —— read his part on the stage. He has an excellent reputation in this city, Lut bids fair to lose it by a repetition of last night's perfurmance, aud he should not ap- oe again under similar circumstances. Mr. pscosigy last night surpassed any of his fermer € ort sto and gave evidence of one of the best tors in the country. ExLorzmenr —A pair of young lovers ar- rived in this city from the Uld Dominion last night. They put up at Browns’ Hotel, where the Rev. Mr. Sanderland very soon tied the fatal knot for them, and this morning they left fur home, seemingly very well satisfied with their new state of bligs. Proressor Moxper had a large delegation of the votaries of ‘Terpsichore at his hall last eveniog ; ‘ tripping the light fantastic toe’’ enlivening strains of good music. A meeting of the above delegates, as well as those appointed on the part of the Corpo- [reser a is requested at the Mayor's office on urday next, at 12 o'clock. Lectvre.—It will be seen by reference to the card of Dr. Lydia Sayer, that she intends to deliver a lecture on Saturday evening, on a vopic of great interest Let us all go and hear her. Even those ladies who have writ- ten and spoken so bitterly against her, should be magnanimous enough to hear what she bas to aay, and those of us who know her pean | will certainly be present. Masonic Fongrat —A notice in anotber column invites the ‘‘ Brethern of the Mystic Tie’’ in Georgetown, to pay the last tribute of fraternal respect to their lamented brother, William Jewell, Esq., who has been sum- moned to his long home by the Grand Archi- tect of the Universe. Having occupied the highest station in Potomac Lodge, No. 5, we doubt not that a full attendance of its mem- bers and of visiting brethern will attend, and join the solemn funeral rites of the craft. Mrs. Orpway asked a member this morn- ing if the House would elect a Speaker: ‘‘I think they will elect or—’’ ‘‘ Glad to hear it,’’ interru she, I always liked the looks of Mr. Orr!” ‘‘ But, madame,” said the di- plomatic honorable, “ you did not let me finish my sentence. I intended to have said: I think they will elect, or they will not.’’ “Deor me,’ replied the good old dame, ‘1 kuew that before.’” Tue SceiGHine, yesterday afternoon, was excellent, and every one who could obtain a sleigh was out enjoying this northern luxury. Arrival of the Baltic. THREE DAYS LATER FROM KUKOPE. New York, Jan. 24.—The Collins mail steamer Baltic arrived at her dock at ten o'clock this morning, with three days later European dates The news is briefly summed up as follows Expectation is on tiptoe to learn the issue of the peace propositions. Rumors of al! sorts are fiying about, but the real truth is that nothing can be known for some time. The term allowed for the decision of Russia bas been extended to the 18th of January, and therefore no reliance can be placed upon these rumors. Nevertheless Berlin and Vien- na dorrespondents report that advices have already been received in those cities which intimate that the Czar will make no further concessions. On the other band conferences wore in ses- sion at St. Petersburg discussing the proposals, attended by Counts Neselrode and Esterha- tey, Seebach and Sommer. ‘The Independence Belge publishes the text of the Allied proposals The general impression is that Russia will neither accept nor reject the propositions, but will send Count Stakelberg to Vieuna with counter proposals. The latest rumors speak more favorably of peace. Denmark announces continued neutrality, and has no connection with the Swedish alli ance. There is nothing new from the Crimea. Omar Pacha will remain at Redout Kale, shut up by winter and the Russiaas. Napoleon threatens to ge personally to war, and take command of the allied forces Richard Cobden has published a new pam- phiet on the subject of Peace.”’ THE MARKETS. For four days the city was a scene of bloody con- flict. One hundred were killed and a much larger number were wounded. Order was re- stored on the 29th, when Munez and the rev olationary party embarked for Buenos Ayres in a steamer, in confermity with the diplo- matic agents resident at Monte Video. Ali foreigners maintained a strict neutrality. The overland India mail had arrived at Mayseilles on Friday. St. Petersburg advices of the 23d state that the great council of war was concluded. It had transpired that the Russian tactics forthe approaching campaign had undergone impor- tant modifications. Orders sent from the head- quarters seem to indicate an intention to aban- don the Crimea; a part of the troops having been ordered to reinforce Gen. Mouravieff im Asia, and others to join the army of the centre, Advices from Kiel of the 8th of January state, that the waters are still open and that trade between the lower Baltic ports and those of Russia, was carried on with great activity Au American ship had arrived at Munei a was loading with hemp yarn. Lonpon, Saturday Morning.~ The Lonivn Post has direct advices from Persia, which do not confirm the statement of the capture of Herat by tae Persians. Un Friday evening the English funds closed at a decline of 7 per cent. below the prices of Thursday. The market is still prejudiced by the recent supplies of stock, and the dis- cowraging prospects of peace. The anticipation that the bank retarne of last night would exhibit unsatisfactory returns increased the tendency towards a depression. Lhe monthly returns of the Bank of France was unfavorable, and exercised an adverse influence upon both the London and Paris markets. It is believed in well-informed quarters that some definite intelligence from Vienna Will probably reach the government on Mon- day. The decrense of the Bank of England bul- lica is upwards of £283,000 ; and the decrease in the Bank of France for the month is £772,000. JAS. c. McaUINKS dec 21—Staw&ds 7 Kactioneer.
