This is aclaim against the United States for indemnity for the de truction of the brig al Armstrong 2 a British fleet, on the 27th of September, 1814, at the port of Fayal, in the neutral territory of Portugal. The in- demnification which tho United States demand- el of Portugal was acknowledged to be just by that government until after its claim upon Jand had been satisfied in part. England refased to make satisfaction for the destruc- tion of the privateer, after which Portugal woeld not acknowledge the claim; and the United States, during the administration of General Taylor, sent a fleet to Portugal, and made a perem ory demand for its payment. A treaty was pf ptbers made with Portugal, whereby the United States compromised tho rights of the claimants, and, for a bonus, to refer the ~ Armstrong claim” to ar- ation.
