Subpression or Svat Notes.—The Con- “> gressional act for this pu will go into ope- ration 6n the first day of November: The first section provides, that if any pers.n or persons, body politic or corporate, within | this District, «ball make, emit, issue, utter, sign, draw, or endorse any bank note, promis- Sory note, or any instrument of writing, for the payment or delivery of money, or other valuable thing, or of any thing purporting to be avaluable thing, of aless amount than five dollars, to be used as a paper currency, or asa circulating medium, either as money or in lieu of money or of any other curreucy, every such a and every member, officer, or agent of such body politic or corporate. concerned in, or assenting to, such making, emitting, issuing, uttering, signing, drawing, or endorsing, as aforesaid for any of the pur- poses mentioned, shall forfeit and pay the Sum of ten dollars for each and every such bank note, promissory note, or instrument of writing so made, issued, emitted, uttered, signed, drawn, or endorsed—one-haif to the use of any person who shall sue therefor, and the other half to the county of Washington. The second section makes it unlawful for any person or persons, body politic or corpo- rate, to pass, or offer to pass, within the Dis- trict of Columbia, any such paper; the vio- lation of the statute to be visited with a fine of not less than five nor more than ten dollars, for every such offence, one half to the use of the person who shall sue therefor, and the other half to the use of the county of Wazh- ington. he third section provides that if the party who shall issue such paper refuse to redeem the same in gold and silver, he or they shall forfeit and pay the sum of twenty dollars for each and every such bank note; the amount to inure to the bonefit of the party presenting the note. The fourth section provides that each and every forfeiture under the foregoing provisions of this act shall be recovered in an action of debt, before any justice of the peace in the District of Columbia, in the name of any per- son who shall sue therefor; jurisdiction being given to every justice of the peace with this view. ‘The fifth section makes void and illegal all contracts concerning matters in which notes under the denomination of five dollars ent The sixth annuls the licenses of all author- ized traders, &c., whoshall either receive or pay out any paper under the denomination of five dollars er any other paper not payable in specie on demand. The court delivered an opinion, that the ease of David Myerle (No. 1 on the law dock- et) is within the jurisdiction of thiscourt, and authorized testimeny to be taken. Thi’ case was submitted by argument on last Thursday morniag. Itisa claim arising from an al- leged nou-fulfillment of a contract by govern- ment with the claimant for furnishing water- rotted hemp. j Case No. 25 on the law docket, being called, Mr. Stanton appeared for the claimant. It iz thecase of Wm W. Cox, who claims compene Bation for extra services while head messenger of the Post Ufice Department. Mr. Stanton stated the case, and read let- ters from Mr. Whittlesey, Comptroller of the Treasury; and Mr. Phillips, Sixth Auditor of the Post Uffice Department. The Solicitor followed, and at the conclusion of bis remarks Mr. Stanton submitted the case for the decision of the court as to whether it is within its jurisiiction. A number of cases being called, which were not ready for argument, the court set apart Monday (to-day) for hearing arguments in the case of John C. Hale, (No. 48,) Asbury Dickins, (No. 40,) Michael Nourse, (No. 41.) and John Rob, (No. 41;) after which the court adjourned. Gas Accipext.—The accident occurring to the gas meters this morning in the eity, was oceasioned by the letting in of gas from the old to the new gazometer We have made in- uiry at the office of the Company, and find that the pressure of the = in passing from the old to the new gas holder forced the water collected in the street main by condensation into the drips, sealing them, and thus pre venting the flow to the large gasometer and forcing the water out of the meters. All gas works are liable, more or less, to these casua!- ties, and we learn the Directors of this Com- pany have secured the services of a first rate enginesr, who will enter on his duties in a few days, and all cause for complaint will be speedily removed. F We also hear that the price of gas is to be reduced. The employees of the Ney! eae are all ac- tively at work in refilling the meters with water, and no difficulty is anticipated after to- night. Oapuaxs’ Covrt.—Last week the will of the late Chief Justice Cranch was proved in this court befere Jadge Pureell. His son, Wilson Greenleaf Cranch, gave seeurity as exeeutor of the estate. On Saturday, Mrs. Bodisco and her brother, Brooke Williams, entered bond in $100,000, the one as executrix, the other as administra- tor, of the will of Count Bodiseo, the late Rus- sian Minister, so far as relates to his personal estate. Judge Purcell decided that the will, only bearing his signature, and not having been witnessed according to the etatute, is not sufficient to pass the real estate, which, how- ever, goes by descent to the widow and chil- dren. The young men of the city are agog about thea, and they wil! take due care that bum- ber of belles, who, nothing loth, usually grace such entertainments, shall be present. Two of the best eotiilon bands of the city are en- gaged, and the floor managers of both are ex- perienced, active, attentive, and courteous. Prorssson Aunexp.—This distinguisbed performer on the violincello arrived in this city yesterday ‘bey who were present at the excellent concert of classic music, given by M'lle de Boye last spring, will recollect how captivated the auditory were with his master- ly executions on that instrument. Hickey, assisted by his efficient staff officers. — TemperaNce Msetinc.—A public meeting, under the auspices of the Freeman’s Vigilance Total Abstinence Society was held yesterday afternoon, in the saloon of Temperance Hall. Finding that but little or no good can be ac- complished by coercive laws, the object of the members, so far as we can learn, is to resort to and persevere in the principle of ‘moral sua- tion;”” avoiding personal abuse and conduct- ing all their proceedings with due courtesy.
