Tas Late Evection Fravps.—Mr. Ferdi- nand Jefferson, a member of the lower Board of the Washington Councils for the Second Ward. publishes in this morning’s Inteili- ereer a letter explanatory of the course of imself and the rest of the minority of the Board on Monday afternoon last, on the report of the election committee on the Fourth Ward election case, from which we make the follow- ing extract: “* When the report and resolution of the com- mittee on elections was read I requested the consent of the Board to make a statement; which having been allowed. I said that, at the request of one of the contestants of the Fourth Ward. I presented their protests at the first meeting of the Board ; that I had, forthe most part, ined from actively advising them in relation to their case, since it did not become me to act as an advocate in a case in which I would have to act as judge; but that I had in- formed one of the contestants that it was re- quisite to follow up their protests and the lists of rejected voters, voters alleged to be voted illegally, &c., with affidavits that would es- tablish the fact ; that I had taken no further steps in the matter until I heard it was a mat- ter of newspaper announcement that the com- mittee on elections hai met at the City Hall and the contestants had not appeared, when I waited on Mr. Kennedy t. inquire if the aiti- devits were not before the committee, who in- formed me that they had been loaned to M: Gideon to establish his right to a seat in the Board of Aldermen, and that he (Mr. Kennedy) supposed they were the common property of the two Boards, snd therefore had not deemed an further action necessary on his part; tiat told him the papers were the property of the Board in which they were filed that tho re- tult of the conversation was a letter I had that day received from Mr. reed which, with the permission of the Board, I would read. |The Star of Tuesday last contained this letter as a part of the proceedings of the Board. —Ep. ] When I came to that part of it which expressed a doubt of justice being done the contestants, Mr. Davis cbjected to the further reading of the letter as disrespectful to the Board. Some colloquy ensued, in which I said I did not ap prove or endorse that portion of the letter, and some of the members of the majority asked that the letter might be read to its con- elusion, which was eventually allowed to be “done. I then moved a resolution directing the Seeretary to request. in behalf of our Beard. from the Board of Aldermen, all the affidavits presented in the last named Board in relation to the late election in the Fourth Ward; whieh resolution w ecided to be out ef order. I then moved a temporary suzpen- sion of action on the committee's report and resolution with a view that my resolution ask- ing for the loan of the papers might be acted on. This motion was rejected. Some further remarks were made, aud, Mr. Abert’s motion to postpone till Monday next having been re- jected, the question recurred on the resolution offered by the Committee on Electious, when I proposed, as an amendment, to insert after the word --Resolved”’ the following: ‘‘The con- testants having failed to come forward with the Recessary affidavits to prove their title to their seats.’ A modification was suggested of saying ‘‘proof’’ instead of affidavits,”’ which I accepted. The necessary verbal al- teration not being made, this change caused the tautulogical reading of the amendment which appears in your paper. I was not in favor of the report of the committee. and am sure I did not say so. At the close of the de- bate or conversation I remarked that I had been prepared to defend the right of the cor- testants to their seats if they had produced evidence before the Board to show that enough votes of naturalized or other citizen to change the result had been offered and refused, but that, as they had failed to do so, [had no alternative but to vote for the resvlution offered by the Committee on Elect viz., that lees Davis, Clements and Bail were entitled totheir seats. Notwithstanding the succession of refresh- ing chowers with which we bave been favore! the weather continues oppressively warm. Our city, however, continues unusually healthy for the season; and. thus far, but few ur citizens bave left for any of the summer re treats or watering places to what has genera! ly gone during the heat of summer heretofore— preferring, we presume, to endure the heat and remain at home, where they know it to be nearly always healthy, to going where the mereury does not range so high, and run the risk of being injured instead of benefited Business upon our canal continues unusually slack.
