EVENING STAR. As for the oath which the commissioners take, if they regard their oaths taken in their lodges as su Perior in its obligations, as the Know Nothing witness in the Lowell tria. did, there is no|h other safety that at present occurs to us for the Tights of the opposite ary, who have been denied the privilege of 2 representative in the four wards, but by keeping a record of the votes cf the anti Know Nothings by trusty talis. men outside of the poll windows, the statement of each such voter to be verified by the exhibi- tion of his open ballot. The following preamble end resolutions were passed uninimously lest right at the ap om anti-Know Nothing weeting ever held ia this city: Whereas, the Know Nothing Councils of this city having elected for some of the Wards, boards of election commissioners. ail of whom are members of 2n oath bound secret political association, refusing to those opposed to them the right and courtesy of a representation in those boards, which was never before done ia this community: Aud whereas, the Know No- thing lower council aforesaid have refused to ass @ resolution requesting the said election rds to permit one ortwo unofficial persons of both parties to remain in the room while they may be canrassing the ballots, which privilege has always heretofore been conzeded inevery Ward of Washington: Be it there- fore— Resolved, by this meeting of the Anti- Know Nothing party of this city, That all who vote for the anti Know Nothing candi- dates in the muvicipsl election on Monday next be requested to show the tickets they vote, and give their names to be recorded by the anti Know Nothing talezman, to be ata- tioned at each poll in this city; this eourse be- ing deemed necessary by this meeting to guard the rights of the anti. Know Nothing voters of Washington sgaiust the possible perpetration of fraud. The propriety of this step will be obvious to all sincerely anxious for the praservation of the rights of thecitizen, and that this elec tion may pass off without giving rise to the belief among a large portion of the Washing- ten public, that it has been unfairly con- ducted. We may add that the adoption of the pre. emble and resolution above printed, was caused by the receipt of information, that a majority of the election commissioners of ono of the packed wards had peremptorily refused to permit any one but themselves to remain in the room, as heretofo:e, whilst the ballots were being counted In this contest those who are not openly agains: Krow Nothingism may fairly be sei down as for it, and will be so regarded by their Anti-Know Nothing fellow citizsns, who have been deliberately deprived by the ma- jority of the present councils of any other safe- for their rights, than the plan agreedon y the mecting last night Bewticosz —In an article, yesterday after- noon, we alluded, briefly, to several recent fights, and attributed the mo.ing cause to “whiskey and politics’? We did not mean to say, ag the strict grammarian would inter- pret the paragraph, that some of them [the whiekey and the politics) were required to “give seourity to keep the peace.” Alla.ion was, of course, made to the combatants. However, had it not been for the “rye” and the p litical excitement, the parties would, Probably, have remained at peace—their tem- Pleof Jan physical violsnes on their persons. ‘This subj-ct calls to remembra: dent which occurred in Philadel years ago. We were aspectator at t! ayor’s Court, when a poor hatless and jacketlese son of Erin was arraigned for a petty offence sinst the Corporation statutes, waich are Vigorously prosecuted, more ezpecially when the weak and frieadless are the transgressors. (Respectability is oftentimes a shield, which the watchman’s espantoon cannot dent nor splinter; and this we say by way of paren- esis, and of general application ) The Philadelphia Mayor, John Swift, ad- dreszing the herman eu bject before him, re- marked, “I’m sorry to eee you here, sir.” ‘An’ faith. it’: sorry J am, yer honor.”’ ‘You have been b: @ bo lly. disorderly, making @ noise.” “L assure yer honor yer wrong.” “Why, here is the officer who arrested you, and brougt you her “That's true, but I made no noise at all. at all.” “If you didn’t misbehave. who did”’ “Sure, tha whiske widin m=, for Im 2 when I’m sober.” This angwer conv: warning to ayvil the enemy which had caused bis arrest. As was the cave with this Son of Erin, so with sons of this and of all other countries “Sure, the whiskey widin” involves them in diGiculries. —- [commumicateD. EVERY RIGHT MINDED citizen is di: ted with the palpable attempts of the ow Nothing Council to keep themselves in power by controlling, if neceseary, the ballot box. They have violated the commonest rule of hones:y and decency by packing the Commis. sioners of Election for next Monday. And when 3 proposition is made to give some show of fairness tv the friends of the Union ticket by inviting two respectable citizens to be Present at the balloting, and at the countin, after the close of the poils, the muparalion recklessness of the midnight conspirators is manifested in their refusal to request it offi- cially. Stewart in a wrong light before his fellow citizens about the affair in front of Brown’e Hotel, on Saturday evening, I take the liberty of asking a place in your columns, 8 ow ths whole effair ag well as the at occurred at the watoh house. a8 present in front of Brown’s daring the time Mr. Wise was speaking, and when he withdrew, and the cheers had subsided, we were surrounded by a party of ruffians; when & cowardly attack was made upon Mr. Stewart by some dozen or more, and Mr. 8., in trying to defend himself, was arrested by two of the brave, chivalrous, heroie and Dever-failing-to- do their duty watchmer, who, instead of ar- resting the perpetrators of the assault, whom they very plaialy saw, (as Mr. S was struck ion,) they took him, as while in their posse they said after the case was stated at the guard house, “to keep him from being hurt.” A gentleman present at the guard house, after hearing the facta, remarked that it was @ very impartial arrest, as it proved that there was partiality exercised towards the perpe- trators of the assault, because they were, in the language of the Organ, ‘‘good Americans.” Whon the respectable, polite, and gentlemanly Captain of the Watch called him a “liar” in the sanctuary of his office, surrounded by those who were under his eommand, but who, when satisfaction was required, retracted and became ag aabmissive as a child. Now, Mr. Editor, these are the facts of the case as they occurred ; and my object in mak- ing them public is to place the friends of Mr. Stewart in the right light, as he is known to a large portion of the citizens of Washington to be a young man of good moral character and gentlemanly deportment, and also to show my fellow citizens the manner in which the laws are carried out by the men having charge of their execution. This is not the first outrage that the writer of this has evi denced upon the lawa by these very men who are not only being paid for defending them, but ehould be looked to for protection by every respectable citisen under such circum- stances.
