Hirem Walbridge, from the third Congression- ai dietriet of New York, had offered to nomi- uate for a Cadetship at West Point, any stu- dent whom the pupils of the New York Free Acaiemy might select from their number. The Free Academy boys elected Walter Mc- Farland of the freshman class, and he has re- ceived the appointment. It is said that “the selection has fallen upva a worthy and deserv- ing youth. Heisahalf orphan, (his father being deceased,) and while a member of the academy, has maintained a high rank as a scholar, though he has been obliged to inter- rupt bis studies somewhat by giving private {astructions, in order to acquire the means of support for himself, a widowed mother and a dependant family.” This is as it should be, and the action of Mr Walbridge reflects great credit upon him. It is too often the case, that the sons of the rich and ariatocratic are selected as cadets, while those in the humbler welkz of life, fally their equals, and generally their superiors, ate overlooked The army should never be- come the hot-bed of aristocracy, but should te open to all who have the courage to brave the storm cf battle. Who can predict the future of this new appointee? Who knows but that Walter McFarland may fill tae post now oc- eupied by Gen. Scott? Give merit trial— don’t drive it in the corcer and pueh forward woaltny presumption. Tue Conspiracy 1x Cona.—A correspond- ent of the Savanah Georgian, who recently vis- ited Havana, states that a conspiracy was no doubt formed in the island a short time since, With the object of assisting and co-operating with the [nvasionis!s. Many of the most dis tinguished citizens participated, and large sums of money were sent to the United States. But the conspirators were betrayed by one of their number, and hence the recent arrest. It is said that there are at least three hundred Persons are now in custody. Among those named are Don Pinto, heretofore an intimate friend of the ser a General, and Senor Cin- tra, a distinguished lawyer. Many creoles who bad enlisted into the volun had been disarmed, and ordered to quit the island at twenty four hour’s notice. The greatest ex- citement prevailed, and spies were abroad in all directions. Navy Appropriation Bitt.—This bill pro. ‘vides for the construction of six steam frigates authorized at the last session of Congress, and appropriates $858,000 for the Collins line of Liverpool steamers, together with the usual Provision for the support of the Navy. The whole amouat covered by the bill as it passed the two Houses and doabtless received the President's ature, is $15,000,000 or up: wards. The Senate’s amendments es ting the Texan Navy with that of the United Staite —eppropdating $100,000 for a naval depot at New Orleans, and a farther sum for the establishment of a navy yard at Memphis, were stricken out by the committee of confer- ence, and 80 were lost.
