The Postmaster General is prohibited by law from knowingly making contract for the tation of the mails with any person who shall bere entered into, or proposed to euter into, any combina- tion to prevent the making of any bid for « mail contract by any other person or persons, or who shall have made any agreement, or shail have given or performed, or promised to give or perform, any consideration whatever, or to do or not to do any- thing whatever, in order to induce any other person or persons not to bid fora mail contract. Particular attention is called # the 28th section of the act of 1836, prohibiting combinations to prevent bidding. 12. A bid received after time, vis: 3 pm ofthe 10th April, 1855, or without the guaranty required by law, or that combines several routes in one sum Of compensation, cannot be considered in competition with a regular proposal reasonable in amount. 13. Bidders should, in sll cases, first propos for service strictly according to the advertisement, and then, if they desire, separately for different service ; end if the regular bid be the lowest offered for the a lvertised service, the other bids may be considerek if the alterations proposed are recommended by the postmasters and corer ge yaoi they shall a manifestly right proper. Section an sct of Congress, approved March 3, 1845, provides that contracts for the trans portation of the mail shall be let, “in case to the lowest bidder sufficien! . enn for faithful performance, without other reference to the mode of such transportation than may be neow sary to provide for the due celerity, certainty, and —yewnas d of such transportation.” Under this law anew cription of bids has been received.
