EVENING STAR. LOCAL INTELLIGENCE. Tse Tavern Krerers’ Memwontar.—The fol- Jowing is the memorial to the Washington Corpor- ation authorities, presented last Monday by the re- tailers of spirituous liquors : emorial of the citizens aud voters Toe nthe eity aforesaid, ully represents : Toat, in their opinion, the ordinances passed irs and other liquors, See respectively, on the 9th and 12th days of the present month of Ucto- ber, 1854, to take effect from the 6th proximo, are oppressive aad unreasonable and ought to be re- posted, meter chad, uot wadersate @ teens Your the validity of the said ordinances under the cPerter of the citvand the Constitution of the United states, by the terms of which latter instrument the several grants of power in the former are to be testec’, ‘These questions, whieh, as they are advised, the soidions of professional lawyers are divided, are proper to be considered and decided by the compe tent judicial tribunals to whom they may be reguiar- ly presented for adjudication. 1hey may be allowed, however, fo suggest that these es are found- ed upon 8 doubttul power. — Your memorialists submit that, even if the power were clear and indisputable, these ordinances are unreasonable and oppressive ; because of a sudden, in less than turty days, they utterly destroy a large and profitable wade, (hitherto lawful,) in which a at number of citizens have invested all their sty, means, and credit, thereby—without rea- sovable Warning, and in utter disregard of the hith- erto lawful its, interests, and rights of a large pody of ci lenly uprooting all their af fairs, cutting them adrift upon society to seek new occupations (which are not so easy to be found,) forcing upon them the most ruinous sacrifices to meet theif daily wants and those of their fam:lies— leaving them hampered with contracts for the purchase of liquors, agreements for salaries and for wages, and all the other natural and necessary incidents to the prosecution of a lawful business which has been sanctioned, and, for the sake of rev- enue to the city, encouraged, from its foundation to the it time. = ‘our memorialists ¢o not believe that any prece dent for such a sweeping and radical change, upon such short notice, can be found in the legislation of any country where principles of justice and a for the welfare of all the members of the commun- ity ae uaderstood and appreciated. The persons who are thus to be ruined are not criminals! No sane man will pronounce them 80, whatever may be the extravagant notions of fanati- cism. Conceding all the high moral attributes which belong to the “temperance cause,” it must not be forgotten that this is a question of civil rights and of duties defined by law, and not of abstract specula- tions of the moralist. Have these men, by tee cupation, committed any crim= under the law hith- erto? It must be aduntted that they have not. Hith- erto their business, by which they feed aud clothe themselves, their wives, and their children, has been ss lawful, and as much encouraged and protected by the law as yours, Mr. Mayor, or yours, gentlemen, respectively, and each one of you in particular, who compose the legislative bodies by whom they are thus suddenly cast upon the streets without occupa- tion, and many of them without the means of pro- curing the next day’s sustenance. Then they had a right to expect that, as the golden rule prescribes, you weuld not fail to concede to them what you would claim as just to yourselves. Is there one of you who would not denounce it as @ monstrous injustice if a law should declare that within less thirty days your whole business should be proneunced unlawful, and your whole means and capital be unproductive, and your occupation gone? Not one. Why? Because your occupations are lawful, and all previous legislation has encouraged and protected you in them. Soit has been with these men. Let him distinguish who can: but in doing so, let him point out the law or the ordinance which has hitherto recognized the distinction. But it is not these persons alone who are to suffer. Men in all trades and occupations -in society are more or Jess Connected together ininterests If you reduce these particular individuals to bankruptcy by this sudden stoppage with all its trait of sacrifiees, you thereby injure their honest creditors. Land- lords whose leases have been made on the faith of existing laws, and whose tenant¢must now evacuate their premises; clerks and servants who have been engaged forthe year, and who.must now be dis- charged and, in many cases, unpaid; merchants who have furni-bed fall supplies, trusting to future sales by the purchasers for payment; mechanits who have it up fixtures, made repairs; in short, all those who eee eoutracted with these persons with the knowl- edge that their occupation was not prohibited, and with the pledge of common ‘justice that it would not be suddenly and ruinously forbidden by law, must suffer losses, more or Jess, by the Operation of these ordinances. But, when it is added to all this that the power to pass the ordinances in such sweeping terms of pro- nibition, is the subject of reasonable doubt, it seems to your memorialists the more urgent that the period of their going into effect be suspended jor such a reasonable ume as will enable the parties immediate- ly affected by 1t to turn their resources into more favored channe!s, without the ruinous loases and sacrifices which must result from the edict which assigns to them @ peremptory term of a few days for aradical change in all their affairs, occupations, property, plans, and prospects. Your lists, therefo;e, respectfully pray your honorable bodies to take these views into con- sideration, and tO pass such an ordinance as will vent the wrongs and injuries which must other- wise be inflicted in the premises. And your memorialists will every pray, &c. Loox ovT ron THEM.—The issues of the Trans- Alleghany Bank, and those of the Bank of Kanawha, Virg'nia, are reported to have been refused payment. Amerehant of this city, while in Baltimore yesterdays discovered that the rumor of therr stopping payment was believed by the brokers there, who were re deeming the notes only so far as they had funds of these banks ; s0 it will be well to look out for them- Our merchants and dealers who have been such paper, may find this hint worthy of their prompt consideration. . The Exchange Bank, of this city, this morning, we learn, exchanged am amount of their own issue for Trans-Alieghany- notes. This is done by Messrs. Selden, Withers & Co., under the new law of Vir- ginia, requiring the issues to be secured by stock and countersigned by the State Treasurer. e Gomme Aneap.—On visiting, yesterday, the aban- doned hotel of Col. John Foy, we found the work: busily engaged securing the foundation. Strong wast poe 8 are being erected, well-seasoned timber laid on the bottom of the creek, and ample room given for the escape of a floods that may fill that suri “‘ Which once was goose creek, But is Tiber now.” The work is being done at the expense of the Cor- poration, and is being well done. hile we were present, the dam which held the water of the creek from flowing on the workmen (who were laying stone, shovelling, &c.,) gave way, but that accident did not interrupt the go-ahead action of the hands for halfan hour. We should judge by appearances that the work will be sufficiently done to admit of opening the hotel next month. Ax Appropriate Magziacs.—A loving couple have just entered the united state of matrimony at the United States Hotel, an appropriate place for the “ anion of hearts and the union of hands, and hurrah for the union forev-r.””, The happy pair are T. L. Pleasants, Esq.,and Mrs. M. A. White, both of Virgi Punning aside, the ceremony was one of much interest, and is spoken of as such by all who had the pleasure to witness it. Tuisore To Onrsans.—Mrs. Margaret Lenox, the respected mother of the late Mayor Lenox, bas raised herself a monument in the affections of the parentiess, by contributing one doliara to st. Vincent’s Orphan Asylum. The trustees of the institution acknowledge the benevolent tribute with heartfelt thanks. It will be appropriated to the edu cation and support of the orphans. Mr. Thomas Wall, assistant public gardener, sent to Baltimore yesterday, for the commencement of the Eastern Female High School, the most rich and berutiful boquet that could be presented there. It was composed of every flower that now blooms, freshly plucked, and is a tribute from Mr. Wali thankfully to be appreciated. Waerzazours or Tue AnceL.—We find by an exchange paper that the Angel Gabriel made his first attempt at disturbing the peace, since leaving Wash- ington jail, at New Haven, on Wednesday. The appearance of a policeman was the signal for him to run away. Batu To-Niewt.—Such of our readers as may have a penchant for an interesting ball party, can take the boat, and be handsomely accommodated at the “Co and Co Club” ball, Alexandria, this even- ing. A charming fete is expected. Wartcu Returxs—.4 Sympathetic Case, §c.—The watch-house reeords exhibit for last night the cases of Thomas D. Smith, a “likely colored man,” out after hours, who was sent to the work-house for ninety days, in default of paying $10 fine, with co:ta, or giving bail. Patrick Farrel, drunk and disorder- ly, thirty days to work-house. Thomas Jones, a youth of about nine years, was brought in, badly beaten by his unnatural father. It appears that un- der the influence of strong drink, the father has been in the habit of much abusing the boy. He was very well pleased to be sent to the almsuouse as a vagrant for ninety days (the best that Captain Birch could do for him) rather than remain with such a parent. The white creatures seratched faces, pulled hair, &c., most ferociously. They were held under security. The colored ones were dismissed.
