Bureau, Communist Party, District 9, | Minnesota IOMRADES, fellow workers: | The stubborn struggle of the truck drivers of Minneapolis is at a critical stage. This fact must be stated very clearly. It is still possible, however, to win this strike. But victory can be won only with the active support of the entire work- ing population of the city. It will never be won by relying upon. Governor Olson and his agents in the Central Labor Union. This is just what the Trotskyite leaders of Local 574, the Dunne brothers, have done. These people hhave also. relied on aid from the A. F. of &. chiefs of the Central Labor Union—who are agents of Governor Olson in the Minneapolis Labor move- ment. | «+ The idea was spread among the drivers that Governor Olson sent National Guardsmen to Min- neapolis to enforce martial law against the em- ployers, against Chief of Police Johannes. The drivers have discovered that this is not so, ‘The troops and the declaration of martial law was directed against the strikers. Martial law was an attempt to stop mass picketing, to defeat the strike. By their support of Olson and by their failure to appeal to the trade unionists of the city over the heads of their leaders, the Trotskyite chiefs of Local 574 stand convicted as a party to Olson's game of supporting the drivers in words, and trick- ing their strike in deeds. These policies, as scores of drivers, are beginning to see, are heading the strike straight for defeat. This must not be! The strike of the heroic drivers must not be permitted to do down to defeat. In order to guarantee the success of the strike, a break must be made with the treacherous policies pursued until now. The Communist Party of Minnesota makes the following proposals to the workers of Local 574, proposals which, if carried through promptly and energetically, will mean the success of the strike: 1. Militant mass picketing should be renewed. 2. All members of Local 574, drivers, helpers, and inside men, should come off their jobs and rejoin the strike. 3. The local’s committee of 100 should organ- ize committees to visit all local unions, factories, shops, car barns and other workers’ organizations, to mobilize them to support the drivers through sympathetic strikes. 4. That a special United Labor Conference of all unions and other working class organizations be called to prepare for a General Strike, to fight for the freedom of speech and assemblage; the right to picket and strike, to lift the military regu- lations that hamper the strikers, and to demand the freedom of our brothers imprisoned in the military stockade. 5. That Olson’s agents be driven ont of the strike leadership. Towards such a development the Communist Party will strain all its strength. The Communist Party places its forces unstintingly at the service of the workers of Local 574. Our members will march with you in renewed mass picketing and aid in every possible way to mobilize labor organiza- tions throughout the city to come to your aid, Every Communist in Minnesota must be on the alert to work for the victory of the strike. And hasn't it been the avowed purpose of the Roosevelt government to raise prices, a purpose which succeeded to the extent that even before the drought Roosevelt had already raised prices more than 16 per cent since last March? But all this will mean bitter hunger and misery for millions of American workers and toiling farmers. It is absolutely undeniable, proved by scores of investigations, and confirmed by recent develop- ments, that the American worker's family is now getting less food than at any time since the crisis. Serious milk shortages in workers’ families are re- ported by the Department of Agriculture. And the situation will now get even worse, . . . HO is responsible? The drought says Roosevelt. But there would never be any rising prices if it wer not for the Roosevelt criminal A.A.A. program which has already destroyed millions of bushels of wheat, corn, and other farm products. If not for the A.A.A. destruction, the drought would have not been able to reduce the country’s supplies down to their present record low level. There would have been large carry overs to take care of the emer- gency. As it is, no blarney of Roosevelt can conceal the fact that there is an actual menace of food short- age. If there were no shortage, what basis would there be for Roosevelt’s hollow, tepid “warning” against “exorbitant” food price rises? And what is an “exorbitant” price rise? To every workers’ family every cent represents an “ex- orbitant” price rise which makes life more- difficult and miserable. . . . 'T IS clear that the vast majority of the American population, workers and impoverished farmers, faces an immediate, drastic degradation of its living standards, It is also clear that it is the Roosevelt policies of crop destruction which is responsible. What is to be done about it? There must be a fight against the whole Roose- velt, A.A.A. program of rising prices and crop de- struction, a fight waged jointly by the city workers and the toiling farm population, The entire toiling population must unite to abolish the A:A.A. criminal destruction program! There must be an organized fight for relief to the drought-stricken farmers through a fight for the enactment of the measures outlined in the Farmers’ Emergency Relief Bill proposed by the Communist Party. Cash relief to all drought- stricken farmers’ families! In the cities, organized actions against any rise whatever in food prices organized in the neighbor- hoods before food markets. In the factories, workers must protect their fam- ilies and themselves against the rising prices by preparation for strikes, demanding higher wages to meet any price rises that take place. All unemployed workers on relief must organize immediate actions for increased appropriations to take care of all food price advances to prevent an actual slashing of their relief grants. In all the cities there must be big demonstrations in the streets against the rising cost of living, against the robbing of the families of the working class of their daily food necessities, Roosevelt's policies are a menace to the impover- ished farmers and the working class! N U.S. W. arships Near Soviet China Towns Together With Japan, British Prepare to Land Troops SHANGHAI, Aug. 16.—Landing parties from the American, Jap- anese and British warships anchor- ed near Foochow, seacoast city of the Pukien province, are prepared to land instantly and enter into action against the advancing Chinese Red Army, according to advices received here. The Chinese Red Army, composed of workers and peasants from the interior districts, has been winning victery after victory against the troops of the Chiang Kai-shek gov- ernment. It is now within a radius of four to ten miles of Foochow. the largest seacoast town in the Pukien province. The Soviet power has been es- tablished in the seven districts north of Fukien. Foochow is the capital city of Pukien. Already a guard of 10,000 work- ers and peasants has been created to protect the new Soviet districts, and more than 60,000 workers and peasants, including many fishermen, took part in the fighting which took the district for the Soviets. The Soviets captured 70 big junks with guns. The imperialist warships, it is now clear, are ready to take action against the Chinese Red Army and the Soviets. The Chiang Kai-shek government is supported mainly by imperialist money and bayonets, chiefly Ameri- can, Czech Workers Greet Three Soviet Flyers PRAGUE, Aug. 16.—A large crowd of enthusiastic workers broke through the police lines at the air- drome to hail the three Soviet planes which stopped here for a few hours on their way back to Moscow from Paris. Shouts of “Hail to the Red Army” and “Hail the Soviet Union, bul- wark of peace,” were heard on every side. Spansier has been on remand in custody for almost a year, Communist Leaflets Appear Suddenly in Room of Nazi Library BERLIN, Aug. 16—The “Basler Nachrichten” . reports: “Yesterday, shortly after noon, a bomb with time fuse exploded in the library of the University in Berlin. This explosion brought to light a num- ber of small leaflets, which fluttered about the hall, and were found to read as follows: “Today as in 1914 there are. incendiaries at work. Paint Phackumants Name On Roads of Czechoslovakian Cities PRAGUE, Aug. 16.—It may be safely stated today that there. is no town in Czechoslovakia where there are no Thaelmann slogans painted up. The workers of Slovakia are carrying on an energetic cam- paign for the release of Thaelmann and Rakosi. In Lucenec, for in- stance, slogans have been painted in red letters on the church, de- manding the release of Thaelmann ond Rakosi. In Bystrice the whole town was covered with painted slogans in the course of one night. The lock at Malomeric has been painted with Thaelmann and Rakosi slogans. t Farm Laborers Win Strike for Back Pay STOCKHOLM, Aug. 16.—The ag- ricultural laborers in Hedas have gained a complete victory by their strike. In spite of the prohibition issued by the leaders of the reform- ist union, these workers came out on strike, their demand being the payment of wage arrears. During the negotiations, the em- ployers endeavored to impose a compromise, and were supported by the committee of the reformist union. The Path, (Concluded) The struggle of the victorious Russian proletariat for defense of its Socialist achievements, the revo- lutionary insurrection of the oppressed nations against imperialist enslavement, the war of the en- slaved proletarian class against the class of the bourgeoisie—these and these alone are the only pro- gressive, and hence, the only just wars which world Communism wholeheartedly champions as the pre-condition for the total abolition of war. The overthrow of capitalism represents the alpha and omega of the revolutionary struggle against war by the Third International, “As long as capitalism exists there can be no lasting peace. Lasting peace can only be built on the ruins of the bourgeois social order,” so it was declared in the above-mentioned manifesto of the Third International fifteen years ago, when all the social-democratic bells were pealing the announce- ment of the approach of eternal peace. On the eve of the second world war the Social- Democratic path of bourgeois democracy has led to fascism and unrestricted chauvinism at the moment when the Communist path of proletarian dictatorship has made the Soviet Union the strongest peace fortress in the world, while the growing Socialist well-being in the land of the Soviets brought an enormous improvement in the conditions of life of 170,000,000 workers and peasants. In the capitalist countries, bourgeois democracy has led to the fascist reign of terror, to unspeakable misery and to the danger of war for the toilers. Only in the country of proletarian dictatorship are the toilers sure of peace, freedom, work and bread. For 15 years, the Communist Parties have strug- gled in the spirit of a truly proletarian interna- tionalism. The national minorities and the op- pressed colonial peoples, the toilers of the Soviet Union, as well as the rebelling soldiers and sailors of the imperialist armies, have found their boldest champions in the Third International, Who is there can doubt that the second world war, the second intervention, would long ago have become a fact, were it not that the relation of forces had con- siderably altered compared to 1914, were it not that the bourgeoisie was in fear of the uncertain outcome of the war, which can lead to the victory of the world revolution instead of to the victory of world reaction? The breach made in the system of world capitalism by the Russian Soviets and Soviet China, the mighty revolutionary struggle for emancipation of the peoples of Asia and national minorities of Europe, the persistent anti-imperialist struggle of a united Communist World Party, are new factors in contrast to 1914 which the bour- geoisie have to take in all seriousness into their reckoning. The path of the revolutionary class struggle in the sign of the Soviet Star has proved to be the sole and sure path for combatting the im- perialist war. ‘The struggle of the wide toiling masses in all countries for defense of the Soviet Union and Soviet China, for abolition of the fascist rule of terror and imperialist danger of war, can only be successful if it is carried on by a united working class. All toilers, no matter of what party, of what race or what convictions, who are absolutely equally affected - by fascist terror and imperialist war, by exploita- tion and oppression,. must stand together in unity, must fight in unity in order to be able to conquer in unity. As the Manifesto of the Central Com- mittees of the Communist Parties of Great Britain, France, Germany and Poland addressed to the toil- ers of all countries on the 20th anniversary of the outbreak of the war, states In passionate words: “Proletarians of all countries!
