The Basis for Superiority of the Soviet System By STALIN, (From his report to the 16th Party Congress held in 1930.) Why is it that the USSR., in spite of its cultural backwardness, in spite of its lack of capital, in spite of its lack of technically ex- perienced economic cadres, is in a State of growing economic expan- sion and has won decisive successes on the front of economic construc- tion, while the foremost capitalist | countries, in spite of their abun- dance of capital, their abundance of technical personnel, and their high- er level of culture, are in a state of growing economic crisis, and are suffering in the sphere of economic development defeat after defeat? The reason is the difference in the economic systems here and un- der the capitalists. The reason is the bankruptcy of the capitalist system of economy. The reason is the advantages of the Soviet system of economy over the capitalist system. < | What is the Soviet system of economy? The Soviet system of economy means that: ' 1) The power of the capitalist class has been overthrown and has been replaced by the power of the working class. 2) The tools and means of pro- duction, the land, factories, works etc., have been taken away from the canitalists and handed over to the working class and to the peas- antry. | 3). The development of produc- tion is subordinated, not the prin- ciple of competition and safeguard- ing of capitalist profit, but to the principle of planned guidance and systematic improvement of the ma- terial and cultural ievel of the toil- ers. 4) The distribution of the nation- al income takes place, not in the interests of enriching the exploit- ing classes and their numerous par- asitic hangers-on, but in the inter- ests of systematically raising the material position of the workers and peasants, and extending So- Cialist production in- town and * country. 5) The systematic improvement of the material position of the toilers and-the ceaseless growth of their requirements (purchasing power), being a constantly growing source of the extension of production, guarantees the working class against crisis of over-production, against the growth of unemploy- ment, etc. : 6) The working class is the mas- ter of the country, working not for the capitalists, but for its own class. What is the capitalist system of economy? 1) Power in the country belongs to the capitalists. 2) The tools and means of pro- duction are concentrated in the hands of the exploiters. 3) Production is subordinated, not to the principle of improving the material position of the toiling masses, but to the principle of safe- guarding high capitalist profits. 4) The distribution of the na- tional income takes place, not in the interests of improving the ma- terial position of the toilers, vut in the interests of safeguarding raaxi- mum profits for the exploiters. 5) Capitalist rationclization and the rapid growth of production, hav- ing the object of safeguarding high profits for the capitalists, come up against the obstacle of the impov- erished condition and the reduction of the material welfare of the mil- lions of toilers, who do not always have the possibility of satisfying their needs even within the timits of the extreme minimum—which ‘in- evitably creates the ground for un- | Over the Capitalist System 6) The working class is an ex- ploited class, working, not for it- self, but for an alien class, the class of exploiters. (Stormy applause) “The news about the starting of your plant will fly over the entire world. Let our comrades rejoice, those who are groaning under the yoke of capitalism. Let our enemies know that Amo is not the last but the first in the turn of giants which we are building and will build. (Ap- plause), By them in the much praised America the production of automobiles is sharply contracting. In April, 1929, they built in the United States of America 620,000 automobiles. In August, 1929, 416,- 000. In August of 1930, 224,000; in August, 1931, 70,000. From 620,000 to 70,000! We are going in the op? posite direction; we are beginning from hundreds and will reach to ut down the picture of the great labor come petition of the millions of workers and peasants, ready to lay down their lives for the Soviet Govern- ment. This is the reason for the sta- bility and firmness of the internal situation in the U.S.S.R., the insta- bility and the unsteadiness of the internal situation in the capitalist | countries, It must be admitted that a sys- tem of economy which does not know what to do with its “surplus” output, and can only burn it, at a time when the masses are in the grip of want and unemployment, hunger and misery—such a system of economy passes the death sene- tence on itself. The last few years were a period of testing in practice, a period of examination for the two opposite systems of economy, Soviet and capitalist. During these years there were more than sufficient prophe- sies about the “destruction” and “collapse” of the Soviet system. There was still more talk and glori- fication of the “prosperity” of capi- talism. And what happened? These years have once again shown that the capitalist system of economy if a bankrupt system, and that the | Soviet system of economy possessef such advantages as not a single bourgeois state can dare to dream of, be it ever so “democratic,” “pop: ular,” etc In his speech at the Conference of the C. P. S. U. in May, 1921 Lenin said: “Today we exercise our main in- fluence on the international revolu- tion by our economic policy. Al eyes are turned on the Soviet Rus- sian Republic, all the toilers in all countries of the world, without any exception and without any exag- geration. This been achieved. The capitalists can’t hush upor hide any- talists cannot hush up or hide any- thing, and, therefore, they are on the watch most of all for our econ- omic mistakes and our weaknesses, It is to this arena that the struggle has been shifted on a world scale. Shall we solve this problem? If so, we shali win on an international scale, for certain and for good.” Tt must be recognized that our Party is successfully carrying out the task set by Lenin. K.
