The men involved are Ernesto Mangaoang, a Filipino cannery workers union leader, and Boris Sasieff, Russian-born bookstore owner. Both were arrested in the nation-wide roundup of suspected Communist aliens. Actually Sasieff is already free on bail. C. T. Hatten, Mangaoang’s at- torney, said after learning of the San Francisco court decision yes- terday that “we’re convinced Mangaoang’s going to be free as soon as we can get this before Judge (John) Bowen.” But Immigration Director John P.
