John R. Noyes, Road Commission chief, announced today. Naghel was born and raised in Juneau. He has been with the Road Commission 16 years, the last eight as district clerk at Valdez. He replaces Wayne C. Richey, who resigned to take a position in pri- vate business, “Naghel is well qualified for this position,” Col.
