This morning the President’s old campaign train is rolling toward St. Paul, Minne- sota, where Mr. Truman makes a speech tonight (at 10:30 p.m. EST). The speech .will be broadcast. (Over CBS) The President has jokingly told reporters that’ this speech will be a “non-political, bi-partisan” ad- dress. But his aides say .the speech will be a renewal of his blasts at | so-called “reactionaries” and a re- affirmation of the Fair Deal pro- gram. Mr. Truman will be the main figure in today’s “Truman Day” in Minnesota which is celebrating its centennial. TRUMAN ARRIVES MINNEAPOLIS, Nov. 3.—®— President Truman arrived here at 1 pm. today by special train. He will take part in a “Truman Day” celebration in connection with ob- servance of the Minnesota Terri- torial ' Centennial. SALES TAX ON ALL-FUR COATS IS POSTPONED WASHINGTON, Ndv> 3—#—The Internal Revenue Bureau today postponed until March 1 the effec- tive date of a ruling elamping the 20 percent sales tax on all-fur coats, without exception. The postponement was in re- sponse to protests from manufac- turers and -merchants. They claimed ‘they would suffer loss unfairly unless given time to dispose ‘of stocks acquired before the ruling. The original ruling, made known yesterday and intended to be im- mediately effective, was designed to plug a loophole in the law under which some all-fur coats had gone tax free along with fur-trimmed cloth coats.
