A “dividend” ot $3,000,000000 will be pala only to veterans who have held National Service Life Insurance policies to which they paid monthly premiums and are still paying premiums out of their individual pockets as pro- tection to their dependents in case of death. The premiums average approxi- mately $80 per year for each vet- eran or member of the Armed Forces if they have $10,000 in in-| surance. When the rale was es- tatlished, actuary tables computed a higher rate of casualties than that which actually resulted from World War II. As a result, there was a large surplus of money con- trolled by the Veterans Adminis- tration which it did not and could not use. ] Therefore, Congress, represent- ing all American citizens, saw fit, to return this money only to those! who had contributed.
