For the same reason, it was re- commended that the Legislature in- a|crease the legal maximum that may 'be paid from $60 per month to at least $75 per month in th: Old Age Assistance program. It was also recommended the present law I® amended hat to eliminatg the requirement for citi- 1 zensh'p under the Old Ace As- sistance program, first because it delays processing of any case, sec- ondly, it is costly to administer and thirdly, that if the pegson is in need Federal participation can be re- ceived up to 50 perceént of the pay- ment. At the present time, the Ter- ritory has to pay 100 percant of the Blind Persons Census ‘The conference also recommended that a study be made throughout the Tarritory during the next year to determine the number of blind persons and the cause$ of blindness among residents. Should a detinite need be determined in this particu- lar field it is possible for the Ter- ritory to adopt an Aid to the Blind program in which the Federal Gov- ernment would participate. Incom- plete figures at the present time indicate that there are more than 300 needy blind persons in the Ter- ritory. Te Speed Up The staff memkers spent the past week in review of program policies and procedures and recommended certain revisions calling for simpli- fication in forms and procedures which would result in cutting down the time spent in processing cases with a resulting decrease in admin- istrative costs. In the discussions on social prob- lems in the Territory, the conclu- sion was arrived at that direct social services in many oi the cases can- not be extended tecause there is in- sufficient staff in the field. It was also recognized that inadequate ap- propriation for program activity worked severe hardships in many cases.
