Glover, a railroad union leader, taday blamed President Truman for the failure of negotiations to settle the railway labor dispute, Glover, President of the AFL Switchmen’s Union, told a congres- sional committee that presidential dssistant John R. Steelman told union chiefs at a White House meeting on May 7 that Mr. Truman “insisted” they must accept the rec- ommendanons of an emergency board. Appearing before the joint com- mittee on ldabor management rela- uons, Glover said: “We think a set- these mediatory conferences with Dr. Steelman, except for the attitude of the President.” To prevent a strike by the engi- neers, firemen and switchmen, Mr. Truman seized the railroads on May 10 and the government got a court order against the walkout.
