Kay, Executive Director of the Alaska Housing Authority, called attention to the severe housing shortage in the Territory. “Not omly is the quantity of housing appallingly in- cufficient, but the quality of the housing is almest uniformly bad The Department cof Health esti- mates that at least one-half of the hovsing in the Territory is sub- standard. A survey by the Depart- ment has shown that 45 percent of the buildings in the City of Juneau are rat-intested and insanitary. It has been estimated by Mr. Harold B. Foss, architect, that approxi- mately 50 percent of the total dwelling units in Juneau are be- low standard. “The intimate relaticnship be- tween poor housing and poor health is obvious. Surveys repeatedly re- veal that areas of bad housing have higher rates of disease, delin- quency and crime. Among the fac- tors responsible are lack of sun- light, overcrowding, dampness, filth, poor water, and decay of buildings. Overcrev.uing increases the inc ence of diphtheria, scarlet fever, infantile paralysis, and other contagiops diseaces. “Alaska, with her Vast resources and f{remendous potentialities will be undergoing an extended period of intensive development for the next decade or more.
