Read the following and decide for yourself: 1. Ketchikan bought ALL utilities - water, tele- phone and power, complete with supply and gen- erating facilities all for only $960,000. (Juneau would pay $900,000 for only a power DISTRI- BUTION system, which has only a small inade- quate generating system, no water or phone systems.) ' Ketchikan bought its utilities in 1935 at rock bot- tom prices. Juneau would buy at present inflated prices. (Based on comparative values, a $900,000 value today would be equivalent, roughly to $500,000 in 1935, the year Ketchikan bought its utilities.) 3. Ketchikan found it necessary to spend an addition- al amount of more than 50% of the total purchase price of ALL utilities, ten years after their pur- chase, merely to develop additional generating power for the electric uiility alone;and this in spite of the fact that the criginal purchase included all of the power generating facilities believed to be necessary at the fime of purchase. (Juneau's purchase would include generating facilities capable of a maximum production of less than cne-third of local needs exclusive of the Alaska Juneau mine's needs, to BEGIN with. The local utility now buys the bulk of its power from the Alaska Juneau.) Juneau's municipally owned utilities could not force the Alaska Juneau to sell the City electric power. Beyond a reasonable doubt Juneau will later have to invest in generating facilities that will cost at least several hundred thousands of dollars additional. The local utility has recog- nized this by building up a fund now over $500,- 000 for new plant facilities — and this money does NOT go with the purchase. Ketchikan has income from THREE utilities to help pay off her bonds. Juneau would have in- come from but ONE. REMEMBER-You and you alone underwrite this $900,000 PLUS the cost of the new plant as soon as it becomes necessary. DON'T BE MISLED by the statement that the bonds would not be general obligation bonds, that they are an obligation of the utility, not the taxpayers. Thisisirue, BUT awune= You, as a user of electricity will pay whatever rafes are necessary to pay bond interest, bond refirement, all operating costs including re- pairs and mainienance, construction of new generating plant, AND enough besides for an adequate reserve and margin of safety. You will pay this even if it means an increase in present rates of 25 percent, 50 percent or even 100 percent.
