Pro- visions of the contract are the same as those of contracts already signed with Foss and Malcolm for Memor- jal Library, Fire Hall and Airport Administration Building plans. The City has received an advance plan- ning loan from the Federal Works Agency in the amount of $4,000 for the City Hal]l plans, based on an estimated total cost of $85,000. H 7—The Council confirmed the ap- pointment of Felix Toner to com- plete the work of resigned Assessor- Inspector J. G. Bhepard. It is esti- mated that the fourth of the asses- sor’s work still remaining can be completed by Mr. Toner before the end of the present City term. No attempt is to be made to evaluate personal property, all efforts being coneentrated on whipping realty tax records into shape. However, burden of ini- tlating housing projects is on the local communities, he stressed. He pointed out_ that recent fires here have tightened Juneau's already critical housing shortage. Allen suggested immediate ap- pointment of an emergency housing committee to gather data which would testify to Juneau’s acute hous- ing need, also the development of a community housing service. It's first come, first served, .regarding the money allocated, he emphasized. Housing that might be built would likely be similar to the present Channel Apartments ‘project here, could be fully Federally financed and would be for rental purposes. The Council voted to O.
