PRESIDENT WASHINGTON, Nov. 20.—One of the most controversial subjects on the domestic scene has been tackled frontally by President Truman. The President has proposed to Congress a compulsory health in- surance system for all persons who work for a living. This is only cne of five points in a health program the President outlined in a message urging careful consideration now.
