BOSTON, Nov. 12 — The first Naval District reported today that one of the six men killed in a plane crash at Beacon, N. Y. was {Commodore Dixie Kiefer, 49, com- manding officer of the First Naval | District air bases. The five other victims were not identified immeédiately. The plane left Caldwell, N. J., yesterday morning enroute to the Quonset, R. I, naval air station where Kiefer wi ioned. The plane was heard from as it flew over Steward Field, West Point. It crashed 15 minutes later. A complete absence of election disorders was reported by Yugoslav officials. Women were eligible to vote for the first time and the percentage taking advantage of their franchise was large. Voting was for an assembly of two houses which will be cuarged with drafting a new constitution.
