Prebisch even fought with his Foreign Minister so vigorously that they weren't on speaking terms, and Prebisch wouldn’t go | home with him on the same plane —thereby escaping a plane crash| in Rio harbor. i 3 i DOUBLE CROSS I | But in the middle of the confer-| ence, these men finally convinced | Poreign Minister Ruiz Guinazu that he should break relations with | the Axis, and the Foreign Minis- | ter worked out a formula for such a break—provided it was referred| to Congress. The Argentine drafted | this formula himself. And Sumner | Welles, understanding the problems | of congressional ratification, gladly | accepted it. Ruiz Guinazu came out of this| meeling extremely happy. He told his Argentine associates that every-| (thing was set, and he sent a tele- | lgram to President Castillo to this effect. But apparently the Argen- tine Foreign Minister had forgot-| |ten his instructions. For his asso- ciates later discovered that Cas- tillo had given his Foreign Min- ister written orders not to break relations with the Axis under any circumstances. | Next merning, when U. S. Am- bassador Norman Armour called on President Castillo and the Acting; Secretary of State, they expressed | ignorance of the new formula for | breaking with the Axis | | “It’s: published in the - papers,” | Ambassador . Armour pointed out. “Oh, we never pay any atten-| tion to the papers,” was the reply.
