This is the official com- munique of the War Department here. The communique also said Japan- ese troops are attacking the Island of Luzon, the richest and biggest island of the Philippine Archipelago, in several directions. Concentrations of the enemy on the east and west coasts are reported, especially near Legaspi, 250 miles south of Manila and the major port on the Pacific side of the islands.
