Ernest Gruening, who accom- panied the list of Local Boards with this statement: “The Selective Training and Serv- ice of 1940 provides a thoroughly just, orderly and democratic method of determihing the place where each registrant may best serve the Na- tion. Some will be qualified to serve in the armed forces. Many more will be needed in their present oc- cupations or will have persons de- | them for support deferment pendent upon which will make their necessary. “The classification and selection {of those who have registered under the Act will be done by 24 Local | Boards throughout the Territory. Each board will consist of from three to five representative citizens from various walks of life who are | familiar with conditions within the locality where they will serve. These men have been appointed by the President, upon the recommenda- tion of the Governor. Appeal Agent “In addition to the Board mem- bers, there will be a government {Appeal Agent appointed for each board area. The Appeal Agent has no authority to change the classi- fication of a registrant, but can examine the records and appeal any case in which the interests of the individual or the government have not, in his judgment, been pro- tected “The Local Boards will not only |classify those who have registered but will conduct istrations as may bhe required, The | registration boards organized for the original registration of January 22, 1941, will no longer function. Appeal Board The regulations promulgated hy |the President also provides for an Appeal Board for the Territory of Alaska. This Board will consist of five members who will sit in a ca- pacity similar to that of a Court of Appeal. The Appeal Board will have no original jurisdiction but will re- view those cases properly certified |for appeal.
