Conforming to WPA re- quirements, application of E. L. Cowling engineer, to superintend the construction when started, was accepted. The latter as well as Har- old Foss, architect, in the case were present and spoke about the pr posed building. In the meantime specifica- tions are being completed prepara- tory to calling for bids and placing of contract. Routine business of the meeting consisted of payment of bills total- ing $668.16 and reports of standing committees. The wharf figured principally in the reports.
