CANADA QUEBEC, Que., Feb. 18—For the first time in history the provincial roads department is maintaining winter roads in the northern min- ing country. Contracts totaling more than $100,000 have been awarded for maintaining highways over the SNOW. These will link to civilization the site where government engineers are developing the power station which is to supply the gold mines. Con- struction of permanent highways will be launched in the spring and completed by August. The power site near Noranda rep- resents Quebec’s initial ‘revenue in government, power ownership.
