Expression must be given on each proposal separately. A vote for one proposition does not approve them all. The voter must make his decision on each. On the ballot they will appear in the following order: (1) To issue $48,400 in bonds for terminal facili- ties in small boat harbor. The War Department is spending $232,000 in building the small boat harbor. Work on the breakwaters will start next month. In the spring the dredging will be undertaken. To obtain this improvement by the War Department, the city is required to provide the terminal facilities. It must extend the streets to the harbor site, just north of the Douglas Island bridge on the mainland side. This means extending Tenth Street and build- ing a street along the beach side of the harbor. It must build eight floats, including a seaplane hangar. It must prbvide lighting facilities and fire protection The city is duty bound to carry forward this improve- ment which the taxpayers of Juneau have sought for years. (2) To issue $65,800 in bonds for regrading and paving streets. This pertaigs particularly to paving Willoughby Avenue, E Street, up Twelfth and around to meet with the paving at Calhoun Avenue. (3) To issue $5,000 in bonds for regrading and paving sidewalks. This will include walks along the new paved streets as well as in other parts of the city where old wooden sidewalks must be replaced. (4) To issue $19,200 in bonds for installation of sewers. These will be built in the Willoughby Avenue district. and in the S™th Franklin Street area, all sorely needed for years. (5) ‘To issue $3,000 in bonds for purchase of right of ways. These are necessary to carry out the fore- going street improvements. ST S There are three things the voter cannot overlook when going to the polls today: (1) The city’s bonded debt is not excessive and will not be with the additional $141,400 being pro- posed. (2) The improvements are vitally needed and will be of permanent nature. (3) A total of 45 percent of the cost is being borne by the Federal government. B e e e ..65% YES.. Is the vote needed in TODAY'S Special Bond Election to carry the five proposals before the taxpayers of the city. The law re- quiring a favorable vote of almost two-thirds of all the voters bal- oting upon a bond proposal, makes it vital that all property holders who are anxious to see Juneau march ahead express heir opinion through action at the polls. If Juneau is to take full advantage of the present opportun- ity to secure needed improvements with Federal aid, it is abso- utely necessary that full support be accorded the five issues to be put to the taxpayers TODAY. Any laxity on the part of those who favor the proposed improvements will imperil the result. . . . Many votes will be needed to put Juneau's progress across. . . . A comparative few votes can defeat the measures and stalemate this city's development. All Juneau residents whose names appear on the city tax rolls are eligible to cast their ballots TODAY. . . . Intelligent Ju- neau residents who have the welfare and progress of the city as a goal recognize the necessity for favorable action now on the issues to be voted. Small Boat Harbor Facilities is one of this city's most press- ing requirements for development. . . . The other four proposals are likewise necessary to a greater, more prosperous Juneau. ... Favorable action now means savings to the taxpayers upon whom the decision rests. . . . Federal aid is available now to carry forty-five percent of the burden. . . . Next year and the years fol- lowing it is very unlikely that aid will be forthcoming. . . . The city would then be forced to bear the cost alone. . . . Consider- able annual savings to the city in maintenance costs alone will result from taking the progressive step now. . . . Plus a general upward trend in property values which will pay dividends to Ju- neau and to each Juneau taxpayer. Juneau's finances are, and will continue to be, in a healthy condition. With all the present proposals approved, the city will have consumed but little more than half the credit allowed it under the law. . . . Little more than half its safe margin of bond- ed indebtedness. There would still remain sufficient of the old credit to provide new school or other facilities if necessary. . . . Plus the increased credit that the city would healthfully derive through the improvements to be made now. Intelligent Juneau citizens will allow no mischance to fore- stall Juneau's taking advantage of the opportunity to develop, which is ready to the city’s grasp now. . .. They will not wait for opportunity to knock again. . .. They will assure the future by voting YES TODAY on each of the five issues They will make sure that when the vote is counted THE ANSWER WILL BE MORE THAN 659, “"YES"!
