; | | FISH TRAP BILL INLOWER HOUSE Fight Made loGet Memorial Abolishing Traps Away from Fish Committee Good old‘ House “Joint Memorial No. 8, which urges the abolition of fish traps, burst back into the legis- tive picture with a loud pop this ;ommg as Ed Coffey of the Third PDivision, author of the measure, temanded that it be brought out of the House committee on Fisheries, Pish, Game and Agriculture. Sixteen days ago the memorial was referred to the fish committee. Bearcely a peep has been heard about it since until yesterday when Mr. Coffey made inquiry. H. H. McCutcheon, also of the Third and Chairman of the commiteee, was not in the House when the matter came up yesterday so this morning Mr. Coffey again made his demand. He was supported by Speaker Joe Green, who said the rule that no bill shall stay in committee more than 10 days is very clear and specific. “We need some more time on the bill,” explained Mr. McCutcheon. This is an important matter. Many persons wish to be heard on it. They haven't been able to get here due to lack of transportation facilities. I ask permission of the House to keep the bill in committee until these people have been heard.” “How muc> time do you want?” asked Speaker Green. “Ten days," replied Mr. McCut- cheon. “That's absurd,” declared Mr. Cof- fey, jumping to his feet. He then demanded to know just when the bill was introduced and referred to committee, Chief Clerk’s records revealed it had come in on January 21 and gone to committee. ““There you are,” said Mr. Coffey, “sixteen days. I agdin insist that this memorial be brought out of commit- tee and I make such a motion and demand a roll call vote.” Rising as peace-maker, Andrew Nerland of the Fourth, suggested that he didn't believe it was quite right to take the measure away from the committee so abruptly. “Why not give them a few more days?” he suggested. “This is the 26th day of the session. I move an amendment to the motion that the committee be required to bring the bill out not later than the 31st day. That will give them five days more.
