Possibility that Organiza- tion May Establish Branch in Alaska w. kHIN(vTON Jul} 6.—(Special pondence) —On June 27, the nt signed the bill into Pub- No. 168, making all boats towboats, barges, scows, arfloats, canal boat and eligible for a preferred se. Heretofore, only vessels in excess of 200 gross tons were on referred mortgage status .due to limitations prescribed by the Ship Mortgage Act of 1920. By ding this act, the law makes boats eligible as security for F‘u 1 lic Law e xcer ame fishir loans. Loans to Industry Realizing the desperate ' circum- stances that the fishing industry is in, Congress has already ‘suthor- | zed the Reconstruction Fina nco Corporation to extend loans to ai the indus , but in most cases the fisherman's boat is the only curity available for the loan and it was found that the rigid re- quirements of the RFC as to se- curity all loans could not be met by a mortgage on a boat under 200 tons given to various liens on the boat over any mortgage. The preferred mortgage required by the RFC has priority over all liens except those for wages of the crew, stevedor- ing (‘hzll":u\. and salvage.
