The new Cabinet .includes Gen. |8adao Araki, as Minister of War, who succeeded Gen. Senjuro Haya- shi in' a last minute shake-up. Gen. Araki is recognized as a strong Nationalist, thus entrench- ing more than ever, Japan's mili- tary policy in Manchuria. The policy of the Cabinet in- cludes a relentless “pacification campaign of the Japanese army of support for the new regime of Henry Pu-Yi, at Changchun, and measures for 'binding Japan and Manchuria together into a single economic unity, also continuation cf the dominating part taken in the Pu-Yi government by the Jap- anese Army.” These policies in Manchuria have been criticized throughout the world and is at present subject of a special inquiry by the League of Natigns.
