ALL SERVICE MEN ON SAME BASIS. Extension of the Red Cross Home Service policy to include war veterans whose disabilities are not service-connected was recently announced by R. E. Arne, Assistant National Director of War Service, at the Pacific Branch Office in San Francisco. The liberalization of policy of home service also applies to the families of veterans, with special reference to relief work. In announcing the change of policy to all Red Cross Chapters throughout the seven Western States, comprising the Pacific Area, A. L. Kidnapers and other dangerous criminals have become so defiant in the United States that even conservative citizens are becoming convinced that| eventually they must be suppressed summarily, de- clares the foreword to the article. That something must be done to cope with the crime situation will not be questioned by any intelli- a deterrent in the matter of criminal activity, but there would develop certain dangers and difficulties from the practice. These might be overcome, but the authorized killing by private persons should in such case be hedged by careful restrictions, How- ever, some of the States of the United States, in- cluding North Carolina, have effective laws against outlawry. It may be that the enactment of outlawry statutes at least would put something of fear into the hearts of dangerous enemies of society. Dur- ing various periods of the country’s history the work of vigilantes served effectually to teach crim- inals that law and order could be maintained.
