(4) Within fifteen (15) feet of the driveway entrance to any fire station, or directly across the street from such entrance. (5) On a sidewalk. (6) Alongside or opposite any street excavation or obstruction when such stopping, standing or parking would obstruct traffic. Section 17. Stopping temporarily to Ioad or unload passengers. Section 20. Othor vehicles pro- hibited from parking in bus stops and taxicab stands. It shall be un- lawful for the operator of any ve- hicle other than a bus to stand or park in an officially designated bus stop, or for any vehicle other than a taxicab to stand or park in an officially designated taxicab stand, except that the operator of any passenger vehicle may temporarily stop in any such stop or stand for the purpose of and while actually engaged in the loading or unloading of passengers. Section 21. Busses and taxicabs prohibited from parking except in designated stands. It shall be un- lawful for the operator of any bus or taxicab stand to stand or park upon any street in any busi- ness district at any place other than at a bus stop or taxicab stand respectively, except that this pro- vision shall not prevent the opera- tor of any such vehicle from tem- porarily stopping in accordance with other parking regulations at any place for the purpose of and while actually engaged in loadinz or unloading passengers. Section 22. Parking prohibited in certain places. It shall be unlawful for any operator to stop, stand or park any vehicle in such a man- ner or under such conditions as tc leave available less than ten (10) feet of the width of the roadway for the free movement of vehicular traffic, except that this provision shall not apply to the operator of a vehicle stopped momentarily dur- ing the actual loading or unloading of passengers if such stopping does not actually impede traffic, nor shall it apply to a necessary stop in obedience to traffic regulations or traffic signs er signals or a police officer. Section 23. Parking time limited in designated es. The operator of a pleasure e shall not park such vehicle for longer than 30 minutes at any time between the hours of 8:00 A. M. and 7:00 P. M | of any day except Sundays and | public holidays in the following described distriet: From Third | Street to Front Street on Seward Street, and on Front Street from Main Street to entrance to Admiral Dock on Front Street. Signs shall be erected and main- | tained in each block designating the provisions of this section. Section 24. Lights and candle power of lights. There shall be exhibited upon every motor vehicle upon the public streets and all other places of the City of Ju- neau open to the public for the use of vehicles, during the period from one-half hour after sunset to one-half hour before sunrise, and at all times when fog or other at- mospheric conditions rcader the presence of said vehicles dangerous |to traffic or the use of such public streets or of such public places, two head lamps, one on each side| of said vehicle showing white or| vellow tinted lights, visible under | normal atmospheric conditions at (500) feet or | visible shall be unlawfu! for the operator|any : | reflector, attached thereto shall have attached to the rear not less than one lamp showing a’red light visible at least two hundred (200) feet in the rear of such vehicle and the same light or additional light casting white rays of sufficient strength on the rear number plate thereof so that such number ¢ may be easily read at a distance of at least sixty (60) fee d that motor cycles of only two wheels and bicy- cles shall be required to carry one light in front thereof which shall show white or yellow tinted rays under normal atmospheric conditions at least five hundred (500) fect in advance of the mator vehicle, and a red light on the rear as provided above for other motor vehicles. Every motor vehicle, the body cr load of which exceeds six (6) feet in width shall exhibit during the period of from one-half hour after sunset to one-half hour before sun-| " rise, in addition to the above re- quired lights, a white light on the left side of the machine detining the limit of the body of the ma- chine’s overhanging load, there be, and beyond the outside thereof, so fixed or carried that the light therefrom may be seen both from the front and rear of said motor vehicle. Section 25. Parking limited. Ex- cept as otherwise limited in this Ordinarice, it shall be unlawful for the owner or operator of any vehicle to park said vehicle on any street for a period of time longer than twenty-four hours, Section 26. Standing or parking close to curb. (a) Except when necessary in obediedce to traffic regulations or traffic signs or signals, the opera- tor of a vehicle shall not stop, stand or park such vehicle in a roadway other than parallel with the edge of the roadway, headed in the direction of traffic, with the curb-side wheels of the vehicle within six (6) inches of the edge of the roadway, and not closer than three (3) feet to any car stopped or parked immediately in front of it except as provided in the follow- ing three paragraphs: (1) Upon those streets which have been marked or signed for angle parking, vehicles shall be parked at the angle to the curb indicated by such marks or signs, (2) In places where, and at hours when, stopping for the load- ing or unloading of merchandis® or materials is permitted, vehicles used for the transportation of mer- chandise or materials may back ‘nto the curb to take on or dis- charge loads, when the owner of such vehicle holds a permit grant- ing Him such special privilege, and provided further that such permit shall be either in the possession of the operator or on the vehicle at the time such vehicle is backed awgainst the curb to take on or dis- charge a load, and it shall be un- lawful for any owner or operator to violate any of the special terms |or conditions of any such special permit. (b) The Chief of Police shall d"- termine upon what streets angle parking shall be permitted and shall mark or sign such streets or cause the same to be marked or signed. (c) The Chief of Police is here- by authorized to issue, to any own- er of a vehicle used to transport merchandise or materials, a special permit, renewable annually, and to state therein the terms and condi- tions thereof allowing the operator of such vehicle the privilege of loading and unloading while the vehicle is backed against the curb. if in the opinion of the Chief of Police such privilege is reasonably necessary in the conduct of the owner’s business and will not seri- ously interfere with traffic. Section 27. Drive on ht side of street. Upon all streets, except upon one-way streets, the operator of a vehicle shall drive the same upon the right half of the street and shall drive a slow moving ve- hicle as closely as possible to the right-hand edge or curb of the street unless it is impracticable to travel on such.side of the streef, and except when overtaking and passing another vehicle subject to the limitations applicable in over- taking and passing set forth in this Ordinance. (b) Turning left. The operator of a vehicle intending to turn to |the left at an intersection or into | a driveway shall approach the| point of turning in the lane for traffic to the right of and next to the center of the roadway, and, unless otherwise directed by “turn- ing markers,” the operator of a ve- hicleé fn turning left at an intersec- tion shall pass to the right of the center of the intersection before turning. Upon streets laned for traffic and upon one-way streets a left turn shall be made from the left lane of traffic. At any intersection where traffic is con- trolled by traffic control signals or by a police officer, it shall be unlawful for the operator of a ve- hicle to turn such vehicle at the intersection in a complete circle ar so as to proceed in the oppo- site direction. Section 33. Turning around in midblock prohibited. The operator of a vehicle shall not on any street turn such vehicle so as to proceed in the opposite direction except at an intersectfon; nor shall any oper- ator of a vehicle make a “Y"” turn on any street in the designated busi- ness district by backing or driving into an intersecting street and then proceeding in the opposite direction except Front Street south of Front and Franklin Streets at all inter- except the Ferry Way. Section 34. Emerging from alley or private property. The opcrator of a vehicle emerging from an alley, driveway or garage shall stop such vehicle immediately prior to onto a sidewalk or onto a sidewalk area extending across an alley-way. Section 35. Vehicles shall not be driven on sidewalk. The operator of a vehicle shall not drive within any sidewalk area except at a bermanent or temporary driveway. ~Section 36. Operation of vehicles on approach of authorized emer- gency vehicle. It shall be lawful to park only on the north side of Second, Third, Fourth, Fifth and Sixth Streets, and on the west side of Franklin, Seward, Gold and Har ris Streets between Fromt and Sixth Streets. Section 42. Use of coaster, roller skates and similar devices restricted. It shall be unlawful for any person upon roller skates, or riding in or by means of any coaster, toy ve- hicle or similar device, to go upon any roadway except while crossing a street on a crosswalk. Section 43. Clinging to moving vehicles. It shall be unlawful for any person traveling upon a bicycle, motor cycle, coaster, sled, roller skates, or any toy vehicle to cling to or attach himself or his vehicle to any other moving vehicle upon any roadway. Section 44. Obstruction to opera- tor’s view or driving mechanism. (a) Tt shall be unlawful for the operator of any vehicle to drive the same when such vehicle is so loaded or when there are in the front seat of such vehicle such number of persons as to obstruct the view of the operator to the front or sides, or to interfere with the opera- tor's control over the driving mechanism of the vehicle. (b) It shall be unlawful for any passenger in a vehicle to ride in such position as to interfere with the operator's View ahead, or to the sides, or to interfere with the operator’s control over the driving mechanism of the vehicle. (c) It shall be unlawful to drive any motor vehicle the windshield or rear window of which carries any signs, decorations or other impediments to sight tending to obstruct or interfere with the view of the operator. Section 45. Crossing fire hose. No vehicle shall be driven over any unprotected hose of the fire department when laid down on any street or private driveway without the consent of the chief of the fire department or the fire department official in command. Section 46. Riding on handle Lars prohibited. It shall be unlaw- ful for the operator of any bicycle or .motor cycle when upon the street to carry any other person upon the handle bar, frame or tank of any such vehicle or for any per- son to so ride upon any such ve- hicle. Section 47. Persons under the influence of intoxicating liquor or narcotic drugs. It shall be unlaw- ful for any person who is an habi- tual user of narcotic drugs, or any person who is under the influence of intoxicating liquor or narcotic drugs, to drive any vehicle upon any street or other public way. Section 48. Reckless driving. Any person who drives any vehicle upon a highway carelessly and heedlessly in wilful or wanton dis- regard of the rights or safety of others, or without due caution and circumspection and at a speed: or in a manner so as to endanger or be likely to endanger any person or property, shall be guilty of reck- less driving. between 6th and Section 49. Restriction as to (a) Any person driving a ve- hicle on a highway shall drive the came at a careful and prudent speed not greater than is reasonable and proper, having due regard to the traffic, surface and width of the highway and of any other con- ditions then existing, and no per- son shall drive any vehicle upon a highway at such a speed as to cndanger the life, limb or property of any person. (b) Subject to the provisions of except in those instances where a Jlower speed is specified in this |Ordinance, it shall be prima facie lawful for the driver of a vehicle to drive the same at a speed not exceeding the following, but in any case when such speed would be unsafe it shall not be lawful: such vehicle to! 1. Twelve (12) miles per hour when passing a school during school recess or while children are going to or leaving school during opening or closing hours. 2. Fifteen (15) when approaching within fifty (50) feet and in traversing an intersec- lion of highways when the dr view is obstructed. A dr " view shall be deemed to be obstruc- |ted wnen at any time during the last filty feet of his approach to such intersection, he does not have a clear and uninterrupted view of such intersection and of the traffic upon all of the highways entering such intersection for a distance of wo hundred (200) feet from such ntersection. 3. Fifteen (15) miles per hour in traversing or going around curves or traversing a grade upon a high- way when the driver's view is ob- .| structed within a distance of one - hundred feet along such highway in the direction in proceeding. 4. Twenty (20) miles per how on any highway in a business dis- trict as defined herein when traffi: on such highway is controlled a intersections by traffic officers o | stop-and-go signals. 5. Meeting of vehicles Operators of vehicles proceeding ir opposite directions shall pass eacl other to the right, each giving tc the other at least one-half of the main traveled portion of the road- way 2s nearly as possible. Section 51. Following too closely a) The operator of a motor ve- hicle shall not follow another ve- hicle more closely than is reasorf- able and prudent, having due regarc to the speed of such vehicle and |the traffic upon and condition ot the highway. (b) The operator of any motor truck when traveling upon a high- way outside of a business or resi- dence district shall not follow an- other motor truck within one hun- |dred feet, but this shall not be con- strued to prevent one motor truck overtaking and passing another. Section 52. Signals on starting stopping or turning. (a) The operator of any vehicle upon a highway before starting stopping or turning from a direct line shall first see that such move- ment can be made in safety, and if any pedestrian may be atfected by such movement, shall give & clearly audible signal by sounding the horn, and, wnenever, the opera- tion of any other vehicle may be affected by such movement, shall give a signal as required in this section plainly visible to the driver of such other vehicle of the inten- tion to make such movement. (b) Tne signal herein required shall be given either by means of the hand and arm in the manner herein specified, or by an approved mechanical or electrical signal de- vice, except that when a vehicle is 50 constructed or loaded as to pre- vent the nand and arm signal from being visible both to the front and rear the signal shall be given by a device of a type which has been approved by the Chief of Police. (c) Whenever the signal is given by means of the hand and arm, the driver shall indicate his intention to start, stop or turn in the follow- ing manner: When turning to the left, by out- stretched arm extending horizontal- ly to the left. 4 When turning to the right, by outstretched arm extending to the left and up. ‘When stopping or suddenly de- creasing speed, by outstretched arm extending to the left and down. Before backing, warning shall be given by a short blast, followed by a lang blast of the signal device and while backing unceasing vigi- lance must be exercised so as not to injure those behind. Section 52. Right of way. Sub- ject to ihe exceptions stated in the next succeeding section, the right of way rule as between vehicles at intersections is hereby declared as follows: (a) The operator of a vehicle approaching an intersection shall yield the right of way to a vehicle which he it whicn has entered the intersec- tion. (b) When two vehicles approach or enter an intersection at the same time, or at approximately thc same time, the operator of the ve- hicle on the left shall yield the right of way to the vehicle on the right. (¢) The operator of any vehicle traveling at an unlawful,speed shall forfeit any right of way which he might otherwise have hereunder. Sectlon 54. Exceptions to right of way rule. (a) The operator of a vehicle entering a public street from a pri- vate road or drive shall yield the right of way to all vehicles ap- proaching on such public highway. (b) The operator of a vehicle on a street snall yield the right of way to authorized emergency ve- hicles when the latter are operated ators tnereof sound audible signal by bell, siren or exhaust whistle. This provision shall not relieve the operator of an authorized emergen- cy vehicle from the duty to drive with due regard for the safety of all persons using the street, nor shall it protect the operator of any such vehicle from the consequence of an arbitrary exercise of such right of way. Section 55. Stopping on highway. On any highway not within a business district, no person shall park or leave standing any ve- hicle, whether attended or unat- tended, on tne paved or improved or main traveled portion of such highway when it is practicable to park or leave such vehicle standing off the paved or improved or main traveled portion of such highway; provided, in no event shall any per- son park or leave standing any ve- hicle, whether attended or unat- tended, on such highway unless a clear and unobstructed width of not less than fifteen (15) feet on the main traveled portion of said miles per hour|: upon official business and the oper-! highway opposite such standing vehicle shall be left for free pas-' sage of other vehicles therein, or unless a clear view of sucn vehicle nay be obtained from a distance of /0 hundred (200) feet in each di- rection on’ such highway. Whenever any police officer sha find a vehicle standing on a nigl way in violation of the provisio: of this section, he is hereby author- ized to move such vehicle or res quire the operator or person in charge of such vehicle to move suel vehicle to a position permitted un- ler this section. The provisions of this segtion shall not apply to tne operator of any vehicle which is disabled whil) on the paved or improved or main ‘raveled portion of a highway i1 such a manner and to such an ex- ent that it is impossible to ayeil ‘topping and temporarily leavin ¢ uch vehicle in such position. Duty to stop in ever | f accident. The driver of any vc- dcle involved in an accident rc.- ulting in injury or death to an/ ersen or damage to property shaul nmediately stop such vehicle af he scene of such accident, and hall give his name and address nd registration number of his ve- icle to the person struck or to the river or occupants of any vehicle ollided with, and shall render to ny person injured in such acei- lent, reasonable assistance, includ- ng the carrying of such person to ' physician or surgeon for medieal r surgical treatment, if it is ap- Jarent that such treatment i3 lecessary or is requested by the njured person. Section 58. Duty to report acei- lents. ‘The opecrator of any vehicle nvolved in an aceident resulting in njuries or death to any person, r damage to property, shall within ‘wenty-four (24) hours make a re- ort of such accident to the police lepartment of this city. Section 59. Garage-keeper {o re- sort damaged vehicles. The person n charge of any garage or repafr hop to which is brought any mo- tor vehicle which shows evidence f having been involved in a seri- ous accident or struck by any bul- ‘et shall report to the police de- partment of this city within twen- ty-four (24) hours after such mo- tor vehicle is received, giving tho license number and the name and address of the owner or operator of such vehicle. Section 6. Flag or ligh! at end of load. Whenever tae load on any vehicle shall extend more than four feet beyond the rear of the bed or body thereof, there shall be dis- played at the end of sucn load in such position as to be clearly visible at all times from the rear of such vehicle a red flag not less than twelve inches both in length and width, except that between one- half hour after sunset and one-half hour before sunset there shall be displayed at the end of such.logd a red light plainly visible under normal atmospheric conditions at least two hundred (200) feet from the rear of such vehicle. Section 61. Horns and warning devices. (a) Every motor vehicle whon operated upon a highway shall be equipped with a horn in good work- ing order, capable of emitiing soun ! audible under normal condition; from a distance of two hundre (200) feet or more, and it shall b unlawful except as otherwise pro- vided in this section for any ve- hicle to be equipped with, or for any person to use upon a vehicle, any siren, or any compression 0. spark plug whistle or any exhaust norn or whistle which does not duce a harmonious sound, or any person at any time to use & horn otherwise than as a reason- able warning, or to make any necessary or unreasonably loud or harsh sound by means of a horn or other warning device. . (b) Every authorized emergency vehicle shall be equipped with 2 bell, siren or exhaust whistle of a type approved by the Chief of Police. Z (¢) Such horn or warning device shgll be sounded when a motor vehicle is approaching any inter- secting street or road where operator’s view during the last fifty feet of his approach is so Obe structed that he does not have ‘& clear and uninterrupted view of such intersection and of the traffic thereon for a distance of two hun- dred feet from such intersection. Section 62. Prevention of noise, smoke, etc., muffler ¢ut-outs regu- \ lated. No person shall drive a mo- (a) tor vehicle on a highway unless such motor vehicle is equipped with 2 muffler in good working order and in constant operation to pres vent excessive or unusual noise and annoying smoke. i (b) Tt shall be unlawful to use a “muffler cut-out” on any moter vehicle on a highway. ¢ (¢) No vehicle shall be drivem or moved on any highway unless such vehicle is so constructed or loaded as to prevent its contents from dropping, sifting, leaking™ o otherwise escaping therefrom. Section 63. Red or green in front of vehicles prohibited. shall be unlawful for any to drive or move any vehicle a highway with any red or light thereon visible from in front thereof. This section not apply to police or fire dep ment vehicles nor to any veh required or permitted to small red or green clearance on the front. Section 64.
