Faulkner. It no intima- tion as to the reason for the delay in award. The bids for the project were opened in Washington last July 15 Just prior to that time, Gov. Parks, then in Washington, was informed the award would be let by August 1, if the bids were within the maxi- mum amount available, which is $750,000.
