Fire tugs combatting the flames have been ordered to draw away from the hulk lest the ship in capsizing draw them into the vortex. At 1:30 o'clock this afternoon the fire was still burning and the Europa had listed until the star- |board rested almost upon the water. One theory is that the fire was caused when a night watchman threw away a burning cigarette.
