And this is particularly in point when there is no company, corporation or association of record in the Territory bearing that title. Nor do any of the offices in the city carry a legend ghowing where it is housed. One wonde too, why it was degmed necessary, or at least ad- visable, to have the document mailed out of a city g0 distant as the national capital. And in a plain envelope on which no return address was carried and no return postage guaranteed. Under such circumstances, the average citizen need not be criticised if he regards the form letter with suspicion. In fact, the need for shrouding its origin in secrecy, while not apparent, must in- cite distrust. The mail bag carries many things. ‘It has earried anonymous letters before now and will probably continue to do so as long as there are people who feel the urge for anonymity. And the circular that bears the sh{llulurb “Peo- ples Legislative Service, Juneau,” is not less anonymous than if it bore no signature at all. Many of the claims made, however, do not seem to be supported by conyincing evi- dence, and it is by no means clear that the industry can rightly be held responsible for the conditions complained of, even if they really exist. Further, little notice is taken of the fact that herring fishing is already greatly vestricted. Such facts as are known scarcely warrant the asumption that the herring in Southeast Alaska is being depleted, or that the toll taken of the supply is in any way excessive. Probably the grum-xt cause of present complaint is the short- {age of herring for bait, and in this connection it is stated that herring no longer frequent many localities where bait was formerly taken.
