This is in spite of the fact that he had little school and no college experience in his youth. He was self-educated. However. he had a large brain that functioned logically. He was broad and tolerant, four-square, the very soul of honesty, and the inherent instincts of | a gentleman. He was one of very few who could be called by the sobriquet, “Honest,” and mnot cause derision. His political opponents, admitted his incorruptible integrity and undiluted sincerity —and his great ability. While the dead Prime Minister little sehooling, he was an omnivorous reader and close observer, always truth-seeker. To what he read and what he observed he applied a| reasoning of very high order. He prospered and was sent to the Legislature where he quickly took a prom- jnent part in legislation. When the Liberals ca ried the Province about a dozen years ago, Pre- mier Brewster placed him in his Cabinet. When| Premier Brewster died ten years ago, John Oliver was chosen Liberal Party leader and Premier. He held both positions until his death. None except intimate friends and close observers ex- pected him to take the helm with the complete knowledge of public and private affairs and the firm grasp that was so quickly recognized every- Scientific Investigation of Halibut. (Prince Rupert News.) J. P. Babeock last week gave a most inter- esting account of the work he and his associates have been doing in connection with the halibut fisheries. They have been securing accurate in- formation in regard to the steady depletion of the banks, the migration of the fish, the rate of growth and other data which will prove in- valuable when it comes to framing regulations dealing with the matter of conservation. Pos- sibly by the time he comes again he may have definite proposals to make in regard to closing certain banks to fishing. The whole question has to be given thorough consideration before action is taken so that no mistake may be made. At the same time it is admitted by all that ome actiop is necessary 1f nothing but chicken halibut can be obtained from certain banks, U\l‘y‘ are useless to the fishermen and by giving them a rest they may be made once more fruitful. Are there any other banks to be discovered? If there are, it is likely they are still farther north and only the large vessels will be able to reach them. If there are no more, it is evident that cod fishing and possibly herring will have to take the place to some extent of the present almost exclusive attention to halibut. Moscow has banned drinking and ecarousing after 11 o'clock at night, but if vodka has the kick it is said to have, its work is done by that time, anyway.— (Pittsburgh Gazette-Times.)
