Johnson., psychiarist, in advice Guoted by The Empire the other day suaid that “decision is necessary for growth,” and urged that one should not ves and no at the same time. There is no question about the latter part of the advice, but the statement uabout “decision being will not stand by itself with- out qualification, Probably Dr. Johnson did not mean that one should crowd himselt to a decision. It one has not made up one's mind on a question the decision cught to be deferred unless circum- stances make a decision necessary. Oue _hould ke2p his mind open, if possible, on mooted questions until knowledge and reason force a conclusion upon which necessary for growth” to base a decision. Of cou if circumstances make it necessary for one to decide upon anything the decision must be made upon the application of reason and judgment to the knowledge in hand, and then it should be stated openly and above hoard. How- ever, there is nothing in crossing a river before it is reached that counts for growth. RETIREMENT OF COMMISSIONER M'LAUGHLIN. The retirement of George V. McLaughlin from the office of Commissioner of Police of New York City has attracted Nation-wide attention. Papers from the Atlantic to the Pacific and the Canadian Border to the Gulf of Mexico have commented upon it and regretted it. While not yet forty yvears of age Commissioner McLaughlin, admittedly, has been the hest head of the Police Department New York has had in many years, if not, indeed, in the hmory.
