In all districts of this state all parents, guardians and other persons having care of children shall instruct them or cause them to be instructed in reading, writing, spelling, English gram- mar, geography and arithmetic. In such districts every parent, guardian or other person having charge of any child between the ages of 8and 18 years, shall send such child to a public, pri- vate or parochial school for the entire year during which the public schools are in session in such district; Provided, how- ever, That this article shall not apply to children over 15 years of age where such child shall have completed the eighth grade or may be eligible to enter any high school in such district, or where its help is necessary for its own use or its parent’s sup- port or where for good cause it would be for the best interest of such child be relieved from the provisions of this article; Provi- ded, further, That if a reputable physician within the district shall certify in writing that the child’s bodily or mental condi- tion does not permit its atten- dance at school, such child shall be exempt during such period of disability from the requirements of this article. It shall be the duty of the superintendent of the school district, if there be such superintendent, and if not, then the county supermtendent of schools, to hear and deter- mine all applications of children desiring for any of the causes mentioned here, to be exempted from the provisions of this arti- cle, and if upon such application such superintendent hearing the same shall be of the opinion that such child for any reason is en- titled to be exempted as afore- said, then such superintendent shall issue a written permit to such child, stating therein his reason for such exemption. BRYDON The bituminous branch of the coal industry, on which the United States Coal Commiasion is to report in the autumn, has meanwhile taken definite steps along the line of self organization to serve the public in emergencies. John C. Brydon, who as chairman of the special committee appointed to cooperate with the President’s commission has been in close touch with the internal affaira of the in- dustry and with outside reactions, was unanimously elected president of the National Coal Association at that body’s convention during the latter part of June. Mr. Brydon has advanced a plan for “minute man” organization of the 9,000 independent bituminous operators, making the entire soft coal Soply of the nation instantly available in any crisis of peace or war. His suggestions, requiring only an enabling act of Congress to empower the President to declare an emergency and draft coal resources, were formulated in advance of sim- ilar recommendations by the coal commission, affecting the anthra- cite branch of the industry. “A committee from this body,” Mr. Brydon told the men who elect- ed him thcir leader, “1 consult ) ments. with the War and Navy Depart- ments concerning their possible emergency needs and also with the Interior and Commerce Depart- We should hold ourselves responsive to requests from any of the departments. 4 “This plan should include the per- sonnel, so that when an emergency does arise they may go individually and collectively to their pre-ar- ranged posts and begin to function. The -expression “Blue Stocking” {s applied, sometimes a trifle scornfully, to a woman who Is unusyally learned. The term originated in Venice when in 1400 a society was formed of ladies and gentlemen calling themselves “della calza’—all the members of the society being distinguished by the wearing of blue stockings. The idea was taken up in Paris and became the rage among the lady savants of that eity. From France it came to England in 1780 when Mrs. Montague displayed the badge of the Bas-bleu club at her assemblies. Mr. Stillingfleet, a con- stant attendant of the solrees, went by the name of Blue-Stockings. Boswell in his life of Dr. Samuel Johnson tells something of the first of the blue stockings in England, and although he writes as if the club had originated in England instead of Venice, his ac- count is interesting.
