D., 1919 and remained in session during the day for the pur. pose of receiving and acting upon ob Jjections, protests and remonstrances to the creation of such local improve- ment district and, no person appeared and entered or filed any protest, re- monstrance or objection to the crea- tion of said local improvement dist- rict. and, WHEREAS, plans and _ specifica- tions, estimates of costs and other data for the improvement of that por- tion of the streets, described in Or- | dinance No. 106 have heretofore been approved; and, | WHEREAS, it is necessary for the comfort, convenience, health and safe- ty of the inhabitants of the Village of Cottonwood and the owners of proper ty within the local improvement dist- rict hereinafter designated to improve the streets in the manner and form provided by said Ordinance No. 106; and. WHEREAS, it is of especial benefit to the lots and parcels of land includ- | ed within the said local improvement | district and to the owners of such | land, that such improvements be made at the time and in the manner and | form herein contemplated and in the | judgment of the chairman and the | board of trustees, the cost of such | improvement (exclusive of the cost of the improvement at street intersec- | tions and alleys) should be asse upon and paid by the lots and pa F of land included within said local im provement district and especially benefitted by such improvement; and, WHEREAS, it is necessary that provision be made for the prepara- | tion of an assessment roll in order | that the cost of such improvement be equitably assessed upon the lots and parcels of land within said local im- provement district by frontage and in necordance with the benefits received bv such lots and parcels of land re. spectively: NOW, THEREFORE, BE IT OR-| DAINED BY THE CHAIRMAN AND BOARD OF ' 5} OF THE | VILLAGE OF COTTONWOOD: SECTION 1.
